The Board of Aldermen hereby determines that it is in the best interest of the City of Pleasant Valley, Missouri, and the citizens thereof to establish and maintain public parks within the City.

There is hereby created a Park and Recreation Board in the City of Pleasant Valley, Missouri, to be organized as hereinafter set forth.

The Park and Recreation Board shall be appointed by the Mayor, with the approval of the Board of Aldermen. The Park and Public Recreation Board shall consist of five (5) members, only one (1) of which shall be chosen from the Board of Aldermen. The remaining members shall be chosen from the citizens at large of the City with reference to their fitness for such office.

The members of the Park and Recreation Board shall serve for a term of five (5) years or until their successors are appointed and qualified, except that members first appointed shall be appointed for such terms that the terms of not more than two (2) of the members shall expire annually thereafter. The Mayor, by and with the consent of the Board of Aldermen, may remove any director for misconduct or neglect of duty.

Vacancies in the Park and Recreation Board, occasioned by removal, resignation or otherwise, shall be reported to the Board of Aldermen and be filled in like manner as original appointments. Any vacancy shall be filled for the unexpired term. Members of the Park and Recreation Board shall serve without pay or other compensation.

Within fifteen (15) days after their appointment the members of the Park and Recreation Board shall meet and organize by selecting one (1) of their members as President and by the election of such other officers as they may deem necessary. Subject to the approval of the Board of Aldermen, the Park and Recreation Board shall adopt and promulgate the rules and regulations for the conduct, administration and management of the public parks and recreational program.

The Park and Recreation Board shall have control, supervision and charge of all public parks and public recreation facilities or events and any labor or lots, heretofore or hereafter devised and bequeathed to the City for park or public recreation purposes, and shall direct the ornamenting, adorning, laying out and improving of the grounds of said parks, and for that purpose may employ such workmen and the purchase or contract for material as they deem necessary; provided that in no case shall the amount paid for the workmen, or to be paid for such purchase or contracts exceed the amount of money annually appropriated for this Park and Recreation Board by the Board of Aldermen. The Park and Recreation Board shall collect all rents from any building on said park and shall deposit it in the Park Fund in the City Treasury.

The Board may employ some qualified and competent persons as park custodians to maintain and modernize said park as deemed necessary. Said duties of the park custodians shall be approved by the Mayor and the Board of Aldermen. The salary of such custodians shall be set by the Board of Aldermen.

All receipts on account of the Park Fund, whether arising from rentals, donations, sale of any part thereof of any lands so willed and devised by any persons to the City, shall be exclusively expended and applied under direction and control of the Park and Recreation Board with the prior consent and approval of the Mayor and Board of Aldermen.

The hours of use of all City of Pleasant Valley parks, which include Hanson Park and Valley Park, shall be from 6:00 A.M to 10:00 P.M., seven (7) days a week.

A. 
Rules.
1. 
Motorized vehicles are not allowed in the park.
2. 
Alcohol is prohibited in the park.
3. 
All park premises shall be closed to the public from 10:00 P.M. until 6:00 A.M. of the next day.
4. 
There shall be no littering.
5. 
There shall be no destruction or vandalism of facilities or premises. Vandalism is willfully injuring, damaging, mutilating, defacing, removing, destroying or impairing the use of any property without the consent of the owner. Vandalism or property damage in the park is considered an ordinance violation and will be prosecuted under the provisions of Chapter 210 of this Code.

Any activity or conduct that is or could be injurious or disturbing to residents surrounding the park area is hereby prohibited.
7. 
Firearms and fireworks are not allowed on Parks and Recreation operated areas except when permission is gained from the Department.

These rules shall be posted to said park premises.
