A. 
The Capital Improvement Program Committee shall consist of seven (7) members in an advisory capacity. The composition and selection of the seven (7) member Committee shall be as follows:
1. 
The Alderman serving as the Board President.
2. 
The Alderman serving as Finance Committee Chair.
3. 
The Public Works Director.
4. 
The Police Chief.
5. 
The Fire Chief.
6. 
The City Clerk.
7. 
The Court Administrator.
8. 
The Mayor shall have the right to sit with the Committee, but shall not have the right to vote in the Committee, except in the case of a tie.
B. 
Terms of the members of the Capital Improvement Program Committee shall be for one (1) year.
C. 
All terms of members of the Capital Improvement Program Committee shall commence on the first (1st) Monday in May of each calendar year and members shall serve until a successor is appointed and duly qualified. In the event a member of the Capital Improvement Program Committee is an elected official and not re-elected to his/her elected position, membership on the Capital Improvement Program Committee shall cease upon termination of service in the elected position.

The members of the Capital Improvement Program Committee shall elect a Chairman, Vice Chairman and Secretary to serve for a term of one (1) year each. The Chairman and other officers may serve up to three (3) consecutive terms in a specific office and, thereafter, may be re-elected to their previous position after a lapse of one (1) year.

A. 
The Capital Improvement Program Committee shall not meet less than once quarterly. The Capital Improvement Program Committee may meet in special meetings at such additional times as may be set by the chair. All meetings of the Capital Improvement Program Committee shall be held at City hall.
B. 
All meetings of the Capital Improvement Program Committee shall be open to the public unless otherwise specified by law.

The Capital Improvement Program Committee shall have the authority and responsibility to review the capital and infrastructure needs of the City and to recommend capital improvement programs and projects to the Board of Aldermen. This review and recommendation shall be made on an annual basis and submitted to the Board of Aldermen for its consideration and approval.

The Capital Improvement Program Committee established in this Article is empowered to promulgate rules and procedures, consistent with this Article, to be followed by it for the conduct of its meeting and to carry out the duties and responsibilities hereby granted to it. Before any such rules and procedures of the Capital Improvement Program Committee shall become effective, they shall first be approved by resolution of the Board of Aldermen.
