There is hereby created a Police Department for the City of Pleasant Valley, Missouri, which shall consist of the Chief of Police, who shall be ex officio Superintendent of Police, one (1) Deputy Chief (Lieutenant), two (2) administrative Lieutenants (part-time), one (1) Detective Sergeant, one (1) Codes Enforcement Officer, other sergeants, corporals, officers and civilian members as may be provided for by the Board of Aldermen.

The Chief of Police shall be appointed by the Mayor with the consent and approval of the Board of Aldermen. All other appointments to or promotions within the department shall be made by a recommendation by the Chief of Police and consent and approval of the Mayor and Board of Aldermen.

The Chief of Police shall be the head of the department and shall have supervision over all officers and members thereof. Following the Chief of Police in rank may be the Deputy Chief/Lieutenant, part-time administrative Lieutenants, one (1) Sergeant Detective, patrol sergeants, corporals, Police Officers and civilian employees. The hiring of these employees shall be by the Chief of Police with the prior approval of the Board of Aldermen. The Chief of Police, as needed, may make the change in ranks. When a change in rank affects the pay of any person, such change must receive the prior approval of the Board of Aldermen to become effective. All members of the department who are serving in a sworn law enforcement position shall maintain current qualifications in accordance with Missouri law.

The Chief of Police shall be the Chief Executive Officer of the Police Department and shall be responsible for all functions and operations required of the department by Statute or ordinance. The Chief of Police shall set policy, administer training, maintain records, submit and maintain budget requirements, and direct implementation of all administrative functions of the department. The Chief of Police shall be the keeper of the City Jail and shall have custody of all persons incarcerated therein. The Chief of Police shall keep such records and make such reports concerning the activities of the Police Department as may be required by Statute or by ordinance, Mayor or Board of Aldermen. The Chief of Police shall be responsible for the performance of the Police Department and all of its functions, and all persons who are members of the Police Department shall serve subject to the orders of the Chief of Police.
It shall be the duty of the members of the Police Department to see to the enforcement of all of the ordinances of the City and all Statutes applicable therein, and to preserve order of the City and all Statutes applicable therein; and to preserve order and prevent infractions of the law and arrest violations thereof. All members of the Police Department shall exercise reasonable discretion during the performance of their duties and insure fair and equal treatment of all persons regardless of race, sex, skin color, or religious preference.
The Chief of Police shall promulgate rules governing service of process by members of the Police Department in accordance with Statute and other applicable law.
It shall be the duty of every member of the Police Department to conduct himself/herself in a proper and law abiding manner, at all times, and be subject to the rules and regulations of the Police Department and City. All members of the Department shall be held to a higher degree of conduct and be responsible for their actions both on and off duty.
Every member of the Police Department shall appear as witness whenever this is necessary in a prosecution for a violation of an ordinance or of any State or Federal law. No such members shall retain any witness fee for service as witness in any action or suit to which the City is a party; any fees paid for such services shall be turned over to the City Treasurer or Clerk.
In making appointments to the Police Department, no person shall be deprived of an opportunity to serve on the Police Department because of race, religion, skin color, national origin or sex. No arbitrary rules on height, weight, or achievement of strength unrelated to job needs shall be imposed. No handicapped person shall be denied, merely by virtue of being handicapped, an appointment to a position on the Police Department which the handicapped person is competent to fill.
The Chief of Police shall serve at the pleasure of the Mayor and Board of Aldermen and may be removed in the manner provided for the removal of officers under State Statute.

Police patrol vehicles of the City of Pleasant Valley will be operated only by Police Officers on duty. No passengers shall ride in any Police patrol motor vehicle of the City of Pleasant Valley except Police Officers on duty, members of the Board of Aldermen, persons in custody of Police Officers, persons transported for duty related services, and other persons duly authorized by the Board of Aldermen of the City of Pleasant Valley, Missouri.

The Board of Aldermen of the City of Pleasant Valley may by ordinance enter into an agreement with any other political subdivision in the State of Missouri for the provision of Police/Law enforcement services by one political subdivision to another upon request as provided by Section 70.815, RSMo. The terms "Chief of Police," "Police," "Policemen" and "Police Department" as used herein shall refer to the Law Enforcement Officers of the contracting entities.

A. 
Except as otherwise provided in Chapter 375 of this Code, all personal property confiscated by the Pleasant Valley Police Department and held for a period of thirty (30) days and remaining unclaimed after deposition of the case, shall be sold and the money from such sale shall be deposited in the Pleasant Valley General Fund.
B. 
Any unclaimed money confiscated by the said Police Department after a period of thirty (30) days after deposition of the case shall be deposited in the Pleasant Valley General Fund.

A. 
Upon providing proof of legal residency within the boundaries of Pleasant Valley, a person shall be provided fingerprinting services administered by the Pleasant Valley Police Department free of charge.
B. 
A person residing outside the boundaries of Pleasant Valley shall not receive fingerprinting services administered by the Pleasant Valley Police Department free of charge. Instead, such person shall pay a fee of fifteen dollars ($15.00) for said services.

A. 
Police Reports. The fee for a copy of a Police report is ten dollars ($10.00).
B. 
Police Video Records. The fee for a Police video record is twenty-five dollars ($25.00) plus shipping and handling.
