The State traffic laws regulating the speed of vehicles shall
be applicable upon all streets within the City, except that the City
may by ordinance declare and determine upon the basis of engineering
and traffic investigation that certain speed regulations shall be
applicable upon specified streets or in certain areas, in which event
it shall be unlawful for any person to drive a vehicle at a speed
in excess of any speed so declared when signs are in place giving
notice thereof, but no City ordinance shall regulate the speed of
vehicles upon controlled access highways of the State.

The City Traffic Engineer is authorized to regulate the timing
of traffic signals so as to permit the movement of traffic in an orderly
and safe manner at speeds slightly at variance from the speeds otherwise
applicable within the district or at intersections and shall erect
appropriate signs giving notice thereof.
Every person operating a motor vehicle on the roads and highways
of this City shall drive the vehicle in a careful and prudent manner
and at a rate of speed so as not to endanger the property of another
or the life or limb of any person and shall exercise the highest degree
of care.

A.
Speed
– Twenty-Five Miles Per Hour. The speed on any street in this
City shall not exceed twenty-five (25) miles per hour, both daytime
and nighttime, unless otherwise posted.
B.
Speed
– Twenty Miles Per Hour.

The speed upon approaching within one hundred (100) feet of a grade
crossing of a railway that is not on an established street and where
the driver’s view of such crossing or of any traffic on such
railway for a distance of four hundred (400) feet in either direction
is obstructed, except where officially designated for a different
speed, shall not exceed twenty (20) miles per hour.

Upon approaching within fifty (50) feet of and traversing an intersection
of streets, except that at intersections controlled by traffic signals
or where all cross traffic is controlled by stop signs, the speed
shall not exceed twenty (20) miles per hour.

The speed upon any public property which is not a street shall not
exceed twenty (20) miles per hour.
C.
School Speed Zone. In accordance with Section 315.140, a school safety zone shall be established at the location identified below. It shall be unlawful for any person to drive in excess of twenty (20) miles per hour when passing through the school safety zone during the hours of 7:00 a.m. and 5:00 p.m. weekdays when school is in session, provided school safety zone and speed limit signs are properly erected and maintained.
Location: Sobbie Road, between the intersections of Laverne
and Pleasant Valley Road.
No person shall drive a motor vehicle at such a slow speed as
to impede or block the normal and reasonable movement of traffic,
except when reduced speed is necessary for safe operation or in compliance
with law. Peace Officers may enforce the provisions of this Section
by directions to drivers, and in the event of apparent willful disobedience
to this provision and refusal to comply with direction of an officer
in accordance herewith, the continued slow operation by a driver is
a misdemeanor.
Except as provided elsewhere in this Code, no person shall drive
any vehicle on a street or highway in any race, speed competition
or contest, drag race or acceleration contest, test of physical endurance,
exhibition of speed or acceleration, or for the purpose of making
a speed record; and no person shall in any manner participate in any
such race, competition, contest, test or exhibition. The Police Chief
may, however, issue a permit for any such race, competition, contest,
test or exhibition in accordance with the terms and conditions specifically
approved for such event by ordinance duly enacted by the Board of
Aldermen.

No person shall operate a motor vehicle in such a manner as
to cause or allow to be emitted squealing, screeching or other such
noise from the tires in contact with the street, alley or highway
under normal road conditions, because of rapid acceleration or excessive
speed around corners or other such reason, except that noise resulting
from emergency braking to avoid imminent danger shall be exempt from
this provision. Tire friction marks, squealing, and/or screeching
of tires shall be evidence of such excessive acceleration.
