A.
Wherever
in the City there exists a public sewer in any street, public thoroughfare,
alley or easement, the owners of any property adjacent to said street,
alley or public thoroughfare or of any property over which said easement
has been granted shall connect to said sewer any sewers carrying sanitary
sewage from any building or structure located on said property.
B.
In the event that the sanitary sewage flowing from any building or structure on any property referred to in Subsection (A) shall have been discharged into a septic tank or cesspool, said septic tank or cesspool shall be cleaned out and filled with clean dirt or gravel so that thereafter the sewage flow shall run directly from the building or structure to the public sewer.
C.
The
connection to any public sewer provided for in this Section shall
be done pursuant to the regulations of the Department of Health and
a permit must be secured from the Department of Plumbing and Sewer
Inspection of St. Louis County. Said connection shall be inspected
by the Plumbing Inspector of St. Louis County.
D.
Whenever
the term "public sewer" is used in this Section,
it shall mean a sewer built and maintained by a sewer district, a
municipality or other public body. Whenever the term "sanitary
sewage" is used, it shall mean sewage which is discharged
from any toilet, bathtub, washstand, sink or faucet into the sewers
serving a building or structure but shall not include rainwater, stormwater
or water being discharged from any downspout.

The City of Pagedale has established a yearly fee of twenty-eight
dollars ($28.00) on all residential property having six (6) or less
dwelling units to provide funds to pay the cost of certain repairs
of defective lateral sewer service lines of those dwelling units.
