An "automobile lot", as used in this Article,
shall be a lot or parcel of ground used for the display and sale of
automobiles and other vehicles in connection with which there may
or may not be a sales office. It shall not include an automobile salvage
yard or junk yard.

No person, firm, association or corporation shall operate an
automobile lot within the City, except as permitted by applicable
zoning ordinance, without first acquiring a license from the City
so to do and paying the license fee as hereinafter provided.

A. No
license shall be issued to any person, firm, association or corporation
for the operation of an automobile lot unless the property on which
said business is to be operated shall contain an adequate water drain
or sewer for the removal of water from said property used in connection
with the operation of said automobile lot; said water drain or sewer
shall be so located and of such construction that it will carry the
water used in washing automobiles in such a manner that it will not
flow onto adjoining property or streets or highways.
B. No
license shall be issued to any person, firm, association or corporation
for the operation of an automobile lot unless the property on which
said business is to be operated shall have erected thereon an inside
water closet and washstand.

Any person, firm, association or corporation desiring to operate
an automobile lot shall make application in writing to the City Clerk
for a license so to do and such application shall show the location
of the property, the dimensions thereof, the number of square feet
to be occupied, the location of all buildings, the location of water
drains and sewers and the location of water closets and washstands;
the City Clerk shall submit such application to the Mayor and Board
of Alderpersons and upon approval by the Mayor and Board of Alderpersons
and upon payment of the license fee hereinafter set forth, the City
Collector shall issue the license which shall describe the business
authorized thereunder. The license so issued shall extend to and terminate
on the thirtieth (30th) day of June following the date of its issue.

The annual license fee for the operation of a used car lot shall
be based on the number of square feet to be used for such operation
(including the area on which building(s) are located) at the following
rates:

Any person, firm, association or corporation violating any of
the provisions of this Article shall be deemed guilty of a misdemeanor
and each day that any of the provisions of this Article are violated
shall constitute a separate offense.
