No plat of any subdivision shall be permitted to be recorded
by the County Clerk or to have any validity until it shall have been
approved in the proper manner established by the City.

All of such plats of subdivisions, after the same have been
submitted and approved, shall be filed in a book of plats of the City
of Hollister and should be filed and kept by the City among the records
of the City.

Any person, firm or corporation who constructs any public improvement
or portion thereof in violation of the provisions of this Chapter
shall be, upon conviction, fined not more than five hundred dollars
($500.00) for each offense; and a separate offense shall be deemed
committed on each day during or on which a violation occurs or continues.

A. When
sections of infrastructure are desired by the developer to be dedicated
to the City of Hollister, the following requirements shall be met:
1. The developer shall file a formal request to the City Clerk.
2. After receipt of the formal request for dedication of the portion
of infrastructure for which dedication is desired shall be inspected
by the building/health and special projects inspector. In addition
infrastructure improvements such as, sewer and water lines shall have
the approval of the sewer and water supervisor(s).
3. Defects discovered through inspections by the departments as listed in Subsection
(2) shall be corrected by the developer prior to acceptance by the City.
4. When the required repairs or defects are completed to the satisfaction
of the City the developer will provide to the City, legal descriptions
describing the infrastructure and land area involved, to be dedicated.
5. Any request for dedication of infrastructure which was installed,
built, or otherwise constructed without the required inspections during
the construction phase shall provide to the City a report from a State
licensed engineer that the proposed infrastructure for dedication
to the City, complies with standard engineering design and installation
requirements.
6. After the legal descriptions are deemed by the City to be correct
and proper the City Clerk shall forward the request for dedication
to the Board of Aldermen.
