As used in this article, the following terms shall have the meanings indicated:
CLERK
Duly elected Village Clerk of the Village.
PRESIDENT
Duly elected President of the Village of New Haven.
SERGEANT AT ARMS
Designee by the President of the Village. Designee shall carry out all orders given by the President for the purpose of maintaining order and decorum at the meetings.
TRUSTEE
Duly elected representative on the Council of the Village.
Members of the Council shall observe order and decorum during any meeting of the Council. A member of the Council shall neither, by conversation or otherwise, delay or interrupt the proceedings of the Council nor disturb or interrupt any member while speaking, nor refuse to obey the direction of the Village President. Council members shall inform the President before leaving their seats during Council meetings.
Any person(s) on the Council or in attendance making personal, defamatory or profane remarks, or who willfully utters loud, threatening or abusive language or engages in any disorderly conduct which disturbs, disrupts, or delays the orderly conduct of any meeting shall be called to order by the President. If such conduct continues, the President, at his/her discretion, may order such person removed from the meeting by the Sergeant at Arms.
Persons addressing the Council shall be allowed a maximum of one minute to comment on agenda items, and a maximum of three minutes to comment on any issue that they feel may be of concern to the residents of the community. Agenda comments are limited to comments only, and shall not include any questions on any subject other than items listed on the agenda.
No person in the audience shall engage in disorderly conduct such as using profane language, shouting, or loud comments which may disturb the peace and order of the Council meeting.
All persons shall, at the request of the President, be silent. If, after receiving a warning from the President, any person persists in disturbing the Council meetings, the President may order that person to leave the meeting. If he/she does not remove themselves, the President may order the Sergeant at Arms to remove them.

Village Council meetings shall be conducted pursuant to Robert's Rules of Order. Any person who resists removal by the Sergeant at Arms shall be charged with a municipal civil infraction, as set forth in Chapter 59, Municipal Civil Infractions, of the Code of the Village of New Haven.
