Section 101.1 of the Building Code of the City of Lewes be and the same is amended by striking the phrase "[NAME OF JURISDICTION,]" as such phrase appears therein, and inserting in lieu thereof the phrase "the City of Lewes."
Section 201.3 of the Building Code of the City of Lewes be and the same is amended by inserting a new sentence at the end of Section 201.3 as follows: "Where terms are explicitly defined in the Municipal Code of the City of Lewes, such definitions shall be controlling in all instances, unless inconsistent with the manifest intent of the Mayor and City Council or the context clearly requires otherwise."

Section 202 of the Building Code of the City of Lewes be and the same is amended by deleting the definitions of "substantial damage" and "substantial improvement" in their entirety and inserting alphabetically in lieu thereof the following definitions:
SUBSTANTIAL DAMAGE
Damage of any origin sustained by a structure whereby the cost of restoring the structure to its before-damaged condition would equal or exceed 50% of the market value of the structure before the damage occurred. The term also includes flood-related damage sustained by a structure on two separate occasions during a ten-year period for which the cost of repairs at the time of each such flood event, on average, equals or exceeds 25% of the market value of the structure before the damage occurred.
SUBSTANTIAL IMPROVEMENT
Any combination of repair, reconstruction, rehabilitation, addition or improvement of a building or structure taking place during a ten-year period, the cumulative cost of which equals or exceeds 50% of the market value of the structure before the improvement or repair is started. For each building or structure, the ten-year period begins the date a permit is issued for the first improvement or repair of that building subsequent to October 16, 2006. If the structure has sustained substantial damage, any repairs are considered substantial improvement regardless of the actual repair work performed. The term does not, however, include any project for improvement of a building required to correct existing health, sanitary or safety code violations identified by the Building Official and that are the minimum necessary to assure safe living conditions.
Section 1612.3 of the Building Code of the City of Lewes be and the same is amended by striking the phrase "[NAME OF JURISDICTION]," as such phrase appears therein, and inserting in lieu thereof the phrase "the City of Lewes," and by further striking the phrase "[DATE OF ISSUANCE]," as such phrase appears therein, and inserting in lieu thereof the phrase "January 6, 2005, to be revised on March 16, 2015."

Section 1612 of the Building Code of the City of Lewes be and the same is amended by creating a new Section 1612.4.1 therein as follows:
1612.4.1 Elevation requirements. The minimum elevation requirements shall be as specified in ASCE 24 or the base flood elevation plus 18 inches, whichever is higher.
Section 3412.2 of the Building Code of the City of Lewes be and the same is amended by striking the phrase "[DATE TO BE INSERTED BY THE JURISDICTION. NOTE: IT IS RECOMMENDED THAT THIS DATE COINCIDE WITH THE EFFECTIVE DATE OF BUILDING CODES WITHIN THE JURISDICTION]," as such phrase appears therein, and inserting in lieu thereof the phrase "November 10, 2014."
