The procedures and regulations relating to site plans are deemed
necessary to achieve the following objectives:
A.Â
To provide a review and coordination procedure which clearly defines
the role of public and private interests, as well as standards to
be enforced.
B.Â
To enhance and improve the man-made and natural environment through
the retention of open spaces, woodlands, waterways, wetlands, trees
and other natural vegetative cover and to prevent erosion, flooding,
silting and removal or displacement of land.
C.Â
To encourage innovative and attractive techniques in design, technology
and administration.
A.Â
Except as provided herein, no building permit shall be issued for
a building or structure, including parking facilities, or any enlargement,
alteration, construction or renovation of a building or structure
unless a site plan is first submitted and approved by the Approving
Board.

B.Â
No certificate of occupancy shall be given unless all construction
and conditions conform to a minor or final site plan approved by the
Approving Board.
C.Â
A new site plan shall be submitted for every change of occupancy
or use, except where the proposed activity is substantially the same
as the previous activity or site plan approval has been previously
obtained and installed according to the approved plan as certified
by the Township Engineer and Zoning Officer/Code Enforcement Officer.
D.Â
Except for residential or farm use, a site plan shall be required
for the removal of vegetation or disturbance of soil in an area of
over 5,000 square feet.

A.Â
Site plan review shall not be required for single-family and two-family
detached dwellings when used solely for residential purposes or for
such accessory uses as a private garage, toolhouse, garden and private
greenhouse, swimming pool, home office and other similar uses incidental
to a single-family or two-family detached dwelling.

B.Â
Site plan review shall not be required where minor repairs to the
interior of a building do not involve structural change of the building,
as determined by the Construction Official or Zoning Officer/Code
Enforcement Officer.

C.Â
Site plan review shall not be required where renovations or alterations
to the exterior design of a building or structure do not involve an
enlargement of the building in excess of 500 square feet or major
structural change as determined by the Construction Official or Zoning
Officer/Code Enforcement Officer.

D.Â
Minor site plan review shall not be required where the owner or operator
of a farm in excess of 50 acres seeks to construct a farm structure
less than 10,000 square feet so long as said farm structure is located
more than 300 feet from a property line. This exception shall not
apply to structures devoted to farm stands.

E.Â
Review shall not be required for the construction of an accessory
building or structure in residential zones where, in the opinion of
the Zoning Officer/Code Enforcement Official, the building or structure
meets all of the requirements of this chapter and will not have an
adverse impact on surrounding properties. This exception shall not
apply to planned residential recreational developments or to accessory
buildings or structures of conditional uses permitted in the residential
zone nor to parabolic or satellite dish antennas 30 inches or more
in diameter. In the case of a parabolic or satellite dish antenna
which does not meet setback or yard requirements of this chapter,
a zoning permit may be issued if the applicant provides competent
evidence to the Zoning Officer that the location proposed within the
property is the only location from which the antenna will function.
The Zoning Officer shall, in such cases, include conditions in the
zoning permit, such as natural or artificial buffering, so as to mitigate
any adverse impact of the antenna on surrounding properties.

F.Â
The Construction Official or Zoning Officer/Code Enforcement Officer,
at their discretion, may refer any application for a construction
permit to an Approving Board for site plan review, where, in their
judgment, the construction, reconstruction, alteration or change of
use will affect existing circulation, drainage, wetlands, transition
zones, landscaping, lighting, off-street parking or the lack of any
or all of these factors or other considerations as specified in this
section.
