As used in this article, the following terms shall have the meanings indicated:
PUBLIC PLACE
A place to which the public or a substantial group of persons has access, and shall include but is not limited to highways, parks, transportation facilities, schools, places of amusement, parking areas and playgrounds, and hallways and stairs, lobbies, and other portions of apartment houses not constituting rooms or apartments designed for actual residence.
It shall be unlawful for any person to make or assist in making any noise, disturbance, trouble, or improper diversion, or any riot, by which the peace and good order of the Township are disturbed.
It shall be unlawful for any person to permit or suffer any place occupied or controlled by him to be a resort for noisy, boisterous or disorderly persons.
It shall be unlawful for any person to engage in any disturbance, fight or quarrel in a public place.
It shall be unlawful for any person to utter or use language or make gestures, or any combination thereof, toward any person which may be intended to or likely to encourage, induce or incite altercations, breaches of the peace or riotous behavior or conduct by another person.
It shall be unlawful for any person to be drunk or intoxicated or to be under the influence of a drug or controlled substance as defined by state law, or any combination thereof in a public place and either endanger directly the safety of another person or of property, or act in a manner that causes a public disturbance.
It shall be unlawful for any person within the Township to loiter, loaf, wander, stand or remain idle either alone or in consort with others in a public place in such manner so as to:
A. 
Obstruct any public street, public highway, public sidewalk or any other public place or building by hindering or impeding or tending to hinder to impede the free and uninterrupted passage of vehicles, traffic, or pedestrians after having been told to move on by a police officer.
B. 
Commit in or upon any public street, public highway, public sidewalk or any other public place or building any act or thing which is an obstruction or interference to the free and uninterrupted use of property or with any business lawfully conducted by anyone in or upon or facing or fronting on any such public street, public highway, public sidewalk or any other public place or building, all of which prevents the free and uninterrupted ingress, egress, and regress, after having been told to move on by a police officer.
C. 
Obstruct the entrance to any business establishment, without so doing for some lawful purpose, or contrary to the expressed wish of the owner, lessee, managing agent, or person in control or charge of the building or premises.
It is unlawful and constitutes an unlawful assembly for a person within the Township to assemble or act in concert with four or more persons for the purpose of engaging in conduct constituting the crime of riot.
It shall be unlawful for any person to fail or refuse to disperse if such person participates with two or more other persons in a course of disorderly conduct likely to cause harm or inconvenience, annoyance, or alarm, and intentionally refuses or fails to disperse when ordered to do so by a peace officer or other public servant engaged in enforcing or executing the law.
It shall be unlawful for any person to keep or harbor any dog which by loud, frequent or habitual barking, yelping, howling or other noise materially disturbs the peace and quiet of the neighborhood or public, or causes annoyance to persons in the neighborhood who are of reasonable and ordinary sensibilities.
