Any operation, use, obstruction or structure existing at the time of enactment or affected by subsequent amendment of this chapter but not in conformity with its provisions may be continued subject to the requirements of Article III of this chapter. The burden of proof of establishing the existence of said nonconforming use shall be upon the petitioner.
