[Ord. No. 1 §4.01.010, 7-9-2001]
It shall be the duty of the Mayor and Board of Aldermen of the City of Kahoka to determine the kind, quality and quantity of supplies, goods, equipment and all materials which may from time to time be necessary for the use of departments, officers and employees of the City of Kahoka for the provision of City services and to advertise for sealed bids and contract with the lowest and best bidder for such supplies, goods, equipment and materials. Before letting any such contract or contracts for said supplies, goods, equipment and materials which shall cost the City of Kahoka, seven hundred fifty dollars ($750.00) or more, the Mayor and Board of Aldermen shall cause notice that it will receive sealed bids for such supplies, goods, equipment and materials to be given by advertisement in some weekly newspaper of general circulation published in the County of Clark of Missouri, such notice to be published for three (3) consecutive weeks, the last insertion of which shall not be less than seven (7) days before the date in said advertisement fixed for the letting of such contract or contracts or the opening date and time at City Hall where said sealed bids will be opened with the Mayor or at least one (1) Alderman present next following the publication of such notice or by actual direct solicitation of bids by vendors or by both publication or solicitation of bids as the Board of Aldermen may after hearing deem appropriate to generate a savings to the City; except that if said supplies, goods, equipment and materials are of such a special or unique nature that no savings would be made to the City by said advertisement then said purchase may after public hearing to demonstrate the unique or special nature of the supplies, goods, equipment and materials be made by majority vote of the Board of Aldermen. All purchases of supplies, goods, equipment or materials of less than seven hundred fifty dollars ($750.00) shall be made only upon approval of the Mayor and Board of Aldermen, which said approval shall not prevent the acquisition of said supplies, goods, equipment and materials prior to the approval of the Mayor and Board of Aldermen.

It shall be the duty of the Mayor and Board of Aldermen of the City of Kahoka to determine when and if to dispose of or lease for a term of years City property both real, personal and mixed of whatsoever kind and nature which may from time to time no longer be necessary or proper for the use of departments, officers and employees of the City of Kahoka for the provision of City services and to advertise for sealed bids for the sale or lease or public auction of same to the highest and best bidder for such property. Before offering for sale or lease any such property owned by the City of Kahoka, the Mayor and Board of Aldermen shall cause notice that it will receive sealed bids or offer at public auction such property to be given by advertisement in some weekly newspaper of general circulation published in the County of Clark of Missouri, such notice to be published for three (3) consecutive weeks, the last insertion of which shall not be less than seven (7) days before the date in said advertisement fixed for the acceptance of said bids or the date fixed for said public auction next following the publication of such notice. The Mayor and Board of Aldermen, before the aforesaid notice of sale, shall, after public hearing, determine the nature of said sale or lease either by sealed bids or by public auction with said selection been made by majority vote of the Board of Aldermen.
