The State traffic laws regulating the speed of vehicles shall be applicable upon all streets within the City, except that the City may by ordinance declare and determine upon the basis of engineering and traffic investigation that certain speed regulations shall be applicable upon specified streets or in certain areas, in which event it shall be unlawful for any person to drive a vehicle at a speed in excess of any speed so declared when signs are in place giving notice thereof.
The City Manager is authorized to regulate the timing of traffic signals so as to permit the movement of traffic in an orderly and safe manner at speeds slightly at variance from the speeds otherwise applicable within the district or at intersections and shall erect appropriate signs giving notice thereof.

A. 
No vehicle shall be operated at a rate of speed in excess of the posted speed signs.
B. 
The speed regulations upon those highways and streets or parts of highways and streets where there are no posted speed limit signs, shall be twenty-five (25) miles per hour. The speed limitations upon these streets with a right-of-way of less than twenty (20) feet in width, commonly known as "alleys," shall be ten (10) miles per hour.
C. 
The following shall be specifically designated speed limits contrary to Subsection (B):
1. 
First Street.
From east City limits to 102 River
55 miles per hour
From 102 River to east 1700 block
45 miles per hour
From east 1700 block to Depot Street
35 miles per hour
From Depot Street to Davis Street
30 miles per hour
From center line of Country Club Road eastward to one hundred fifty (150) feet west of Faustiana Place
45 miles per hour
From one hundred fifty (150) feet west of Faustiana Place eastward to center line of Ray Avenue

From the center line of Ray Avenue eastward to center line of Mulberry Street

D. 
The City Manager or his/her duly authorized representative is hereby authorized to have erected speed limit signs in such places as said City Manager or his/her duly authorized representative shall deem necessary.
E. 
Violations of this Section shall be an ordinance violation.
No person shall drive a motor vehicle at such a slow speed as to impede or block the normal and reasonable movement of traffic, except when reduced speed is necessary for safe operation or in compliance with law. Peace Officers may enforce the provisions of this Section by directions to drivers, and in the event of apparent willful disobedience to this provision and refusal to comply with direction of an officer in accordance herewith, the continued slow operation by a driver is an ordinance violation.
No person shall operate a motor vehicle upon those portions of the roadways which are set forth and described in Section 320.030 at a rate of speed in excess of that speed limit set for such portions of the roadways by said Section.
