As used in this Chapter, the following terms shall be understood to have the following meanings:
CITY
The City of Maryville, Missouri.
FRONT YARD
An open space extending the full width of the zoning lot, between the main building and the front lot line, unoccupied and unobstructed by buildings or structures in excess of thirty (30) inches in height, the depth of which shall be measured as the least distance between the front lot line and the front of such main building.
MOTOR VEHICLE or VEHICLE
Any self-propelled vehicle not operated exclusively upon tracks, and not including motorized bicycles, vehicles propelled or drawn by horses or human powers or motorized wheelchairs operated by handicapped person.
PHYSICALLY DISABLED
Shall be defined as set forth in Section 301.142, RSMo.
SIDE YARD
An open space extending from the front yard to the rear yard, between the main building and the side lot line, unoccupied and unobstructed by buildings or structures in excess of thirty (30) inches in height, except as provided herein, the depth of which shall be measured at the least distance between the side lot line and the side of such main building.

A. 
Except when necessary to avoid conflict with other traffic, or in compliance with the lawful direction of a Public Safety Officer or a traffic control device, it shall be unlawful for any owner, operator or possessor of a vehicle to stop, stand or park said vehicle unattended within the City limits of Maryville, except in authorized parking areas.
B. 
Authorized parking areas shall include the following:
1. 
Authorized parking areas on City streets and roadways;
2. 
Authorized parking areas on parking lots;
3. 
Private driveways on which parking is authorized by City ordinance;
4. 
Other areas authorized by City ordinance.
C. 
The following shall be understood to be areas at which or manners in which no individual or person shall stop, stand or park a vehicle:
1. 
On a sidewalk;
2. 
Within five (5) feet of the line of a public or private driveway;
3. 
Within five (5) feet of the line of any alley;
4. 
Within twenty-five (25) feet of the curb line or the driveable surface of an intersecting street, except where a sign stating otherwise has been erected;
5. 
Within ten (10) feet of a fire hydrant;
6. 
On a crosswalk;
7. 
Within fifteen (15) feet of a crosswalk at an intersection;
8. 
Within an intersection;
9. 
On the roadway side of any vehicle stopped or parked at edge of a highway or street;
10. 
On any roadway which is designated for parallel parking and on which adjacent curbs exist, other than stopping, standing or parking with the right-hand wheels of such vehicle parallel to and within eighteen (18) inches of the right-hand curb;
11. 
On any roadway which is designated for parallel parking and on which adjacent curbs do not exist, other than stopping, standing or parking in such a manner as to leave the necessary paved travelway plus one (1) foot on each side available as a freeway;
12. 
On those streets which have been signed or marked for angle parking, other than stopping, standing or parking at the angle to the curb or edge of the roadway as indicated by such signs or marking;
13. 
At any place where official signs prohibit stopping, standing or parking;
14. 
In or on a front or side yard, unless otherwise authorized by ordinance. Nothing in this enumerated Subsection shall prohibit the parking of motor vehicles in a front yard for a reasonable period of time for the purpose of washing, waxing, cleaning or polishing said motor vehicle. Additionally, nothing in this enumerated Subsection shall prohibit an individual from parking a motor vehicle on a private yard if necessary for ingress and egress from the residence, and if that person is defined under Missouri law as a physically disabled person or temporarily disabled person, and such vehicle bears either a disabled person license plate or windshield placard properly displayed in accordance with the law;
15. 
On any street, alley or other public place within the City for the purpose of washing, cleaning and/or repairing any vehicle;
16. 
In such a manner as to interfere with or obstruct the traffic or the easy ingress and egress to or from any street, alley or public or private driveway;
17. 
In front of a public or private driveway.
No person shall park any vehicle upon a street, other than an alley, in such a manner or under such conditions as to leave available less than ten (10) feet of the width of the roadway for free movement of vehicular traffic.
No person shall park a vehicle within an alley in such a manner or under such conditions as to leave available less than ten (10) feet of the width of the roadway for the free movement of vehicular traffic, and no person shall stop, stand or park a vehicle within an alley in such position as to block the driveway entrance to any abutting property.
A. 
No person shall park a vehicle upon any roadway for the principal purpose of:
1. 
Displaying such vehicle for sale; or
2. 
Repair such vehicle except repairs necessitated by an emergency.
A. 
The City Manager is hereby authorized to erect signs indicating no parking upon either or both sides of any street adjacent to any school property when such parking would, in his/her opinion, interfere with traffic or create a hazardous situation.
B. 
When official signs are erected indicating no parking upon either side of a street adjacent to any school property as authorized herein, no person shall park a vehicle in any such designated place.
A. 
The City Manager is authorized to erect signs indicating no parking upon any street when the width of the roadway does not exceed twenty (20) feet or upon one (1) side of a street as indicated by such signs when the width of the roadway does not exceed thirty (30) feet.
B. 
When official signs prohibiting parking are erected upon narrow streets as authorized herein, no person shall park a vehicle upon any such street in violation of any such sign.
The City Manager is authorized to erect signs upon the left-hand side of any one-way street to prohibit the standing or parking of vehicles, and when such signs are in place, no person shall stand or park a vehicle upon such left-hand side in violation of any such sign.
In the event a highway includes two (2) or more separate roadways and traffic is restricted to one (1) direction upon any such roadway, no person shall stand or park a vehicle upon the left-hand side of such one-way roadway unless signs are erected to permit such standing or parking. The City Manager is authorized to determine when standing or parking may be permitted upon the left-hand side of any such one-way roadway and to erect signs giving notice thereof.
A. 
The City Manager is hereby authorized to determine and designate by proper signs places not exceeding one hundred (100) feet in length in which the stopping, standing or parking of vehicles would create an especially hazardous condition or would cause unusual delay to traffic.
B. 
When official signs are erected at hazardous or congested places as authorized herein, no person shall stop, stand or park a vehicle in any such designated place.

A. 
In order to maintain the safety and welfare for the citizens of the City, the stopping, standing or parking of a vehicle in the following blocks at any time along the roadway or curb is hereby prohibited:
1. 
Main Street (Business United States 71) from United States 71 Bypass (south junction) to United States 71 Bypass (north junction), except parking is allowed:
a. 
On the west side of Main Street from one hundred thirty-five (135) feet north of First Street to Fifth Street;
b. 
On the east side of Main Street from one hundred thirty (130) feet north of First Street to Sixth Street;
c. 
On the west side of Main Street from First Street to one hundred thirty-five (135) feet south of First Street.
2. 
Missouri State Highway 136 (East Third Street), except vehicles may be parked between Main Street and Dewey Street.
3. 
Missouri State Highway 46 (West First Street), except vehicles may be parked from Main Street to Buchanan Street.
4. 
United States Highway 71, in its entirety, including upon the highway or any part of the area of the highway right-of-way.
5. 
Missouri Route V, in its entirety, including upon the highway or any part of the area of the highway right-of-way.
6. 
The north curb of College Avenue from a point thirty-eight (38) feet east of North Munn Avenue east curb line to a point two hundred eighteen (218) feet west of the west curb of Ray Avenue [or nineteen (19) feet west of the Bearcat Arena/Bearcat Stadium service drive].
7. 
No vehicle shall be parked on either side of:
a. 
Second Street from Dunn Street to Frederick Street;
b. 
Eighth Street from Mulberry Street to one hundred thirty-two (132) feet west of Walnut Street;
c. 
Ninth Street from Mulberry Street to the Northwest Missouri State University property boundary line;
d. 
Eleventh Street from Main Street to one hundred thirty-two (132) feet west of Walnut Street;
e. 
Sixteenth Street from North College Drive to City limits west;
f. 
Country Club Road, in its entirety;
g. 
Depot Street from Third Street to north City limits;
h. 
Dunn Street from Second Street to College Avenue;
i. 
South Avenue, in its entirety;
j. 
Walnut Street from Twelfth Street to Lincoln Street;
k. 
Munn Avenue from Route V to Edwards Street;
l. 
United States Highway 71, in its entirety, including upon the highway or any part of the area of the highway right-of-way;
m. 
Missouri Route V, in its entirety, including upon the highway or any part of the area of the highway right-of-way.
8. 
No vehicles shall be parked on the south side of those streets running generally east and west, except parking is allowed as otherwise provided in this Section and on the south side of the following:
a. 
First Street from a point one hundred thirty (130) feet west of Main Street to Market Street and from Saunders Street to Davis Street;
b. 
Second Street from Buchanan Street to Market Street;
c. 
Third Street from Fillmore Street to Dewey Street;
d. 
Fourth Street from Fillmore Street to Vine Street;
e. 
Fifth Street from Market Street to Buchanan Street;
f. 
Sixth Street from Main Street to Market Street;
g. 
The south side of Seventh Street from Depot Street to Laura Street;
h. 
Jenkins Street from Main Street to one hundred thirty-five (135) feet east of Main Street, providing the vehicle is angle parked.
9. 
No vehicles shall be parked on the east side of those streets running generally north and south except parking is allowed as otherwise provided in this Section and on the east side of the following:
a. 
Saunders Street from First Street to Jenkins Street;
b. 
Vine Street from Second Street to Fourth Street;
c. 
Market Street from Second Street to Sixth Street;
d. 
Buchanan Street, from Second Street to Third Street and from Fourth Street to Fifth Street;
e. 
Fillmore Street from Fifth Street to Sixth Street;
f. 
Alco Avenue from 16th Street to 17th Street.

A. 
Where signs are duly posted "No Parking Here to Corner", it shall be unlawful for any person to stop, stand or park a motor vehicle in the following places:
1. 
North curb of West Third Street beginning at a point sixty-one (61) feet from the west curb line of Munn Avenue and extending westward a distance of sixty-one (61) feet.
2. 
Beginning at the east curb line of North Seventh Street and extending eastward a distance of sixty (60) feet.
3. 
Beginning at the west curb line of North Seventh Street and extending westward a distance of sixty (60) feet.
4. 
North curb of West Third Street beginning at a point fifty-five (55) feet from the east curb line of Munn Avenue and extending eastward a distance of fifty-five (55) feet.

5. 
North curb of West Third Street beginning at a point on the northerly extension of the east right-of-way line of South Frederick Avenue and extending westward a distance of fifty (50) feet.

A. 
In order to maintain the safety and welfare of the citizens of the City, and in order to allow for street cleaning, the stopping, standing or parking of a vehicle in the following blocks is hereby prohibited between the hours of 2:00 A.M. and 6:00 A.M., Monday through Friday:
1. 
2nd Street from Vine Street to Fillmore Street;
2. 
3rd Street from Vine Street to Fillmore Street;
3. 
4th Street from Vine Street to Fillmore Street;
4. 
5th Street from Vine Street to Fillmore Street;
5. 
Market Street from 2nd Street to 6th Street;
6. 
Main Street from 1st Street to 6th Street;
7. 
Buchanan Street from 4th Street to 5th Street.

A. 
During the term of a snow emergency, in order to maintain the safety and welfare for the citizens of the City, the stopping, standing or parking of a vehicle is prohibited on or along any street or roadway designated as an emergency snow route.
B. 
The following are designated as emergency snow routes within the City of Maryville:
1. 
Jenkins Street from Buchanan Street to Market Street;
2. 
1st Street from Buchanan Street to Depot Street;
3. 
2nd Street from Fillmore Street to Vine Street;
4. 
3rd Street from Fillmore Street to Vine Street;
5. 
4th Street from Dunn Street to Vine Street;
6. 
5th Street from Fillmore Street to Vine Street;
7. 
6th Street from Fillmore Street to Vine Street;
8. 
7th Street from Depot Street to four hundred fifteen (415) feet west of Walnut Street;
9. 
Fillmore Street from 2nd Street to 7th Street;
10. 
Buchanan Street from Lincoln Street to 7th Street;
11. 
Vine Street from 1st Street to 5th Street;
12. 
College Avenue from Dunn Street to Country Club Road;
13. 
Prather Avenue from Walnut Street to North College Drive;
14. 
Edwards Street from Munn Street to Laura Street;
15. 
Halsey Street from Laura Street to Depot Street;
16. 
Lincoln Street from Main Street to Walnut Street;
17. 
Country Club Drive from 1st Street to College Avenue;

C. 
Whenever in the sole discretion of the City Manager or designated agent, it is determined that snow has accumulated or it is probable that snow will accumulate to such a depth that snow removal operations will be required, the City Manager or designated agent may declare a snow emergency for such term or duration as deemed appropriate.

A. 
There shall be one (1) parking space designed for the exclusive use of vehicles which display a distinguishing license plate or card issued pursuant to Sections 301.071 or 301.142, RSMo., in each of the following:
1. 
100 block of East Third Street, south side of street.
2. 
200 block of West Third Street, south side of street.
3. 
100 block of East Fourth Street, north side of street.
4. 
200 block of East Fourth Street, north side of street.
5. 
300 block of North Market Street, east side of street.
6. 
400 block of North Market Street, east side of street.
7. 
100 block of East Jenkins Street, south side of street.
8. 
100 block of East Jenkins Street, north side of street.
9. 
100 block of South Market Street, west side of street.
Such spaces shall be indicated by a sign upon which shall be inscribed the international symbol of accessibility, and shall also include any appropriate wording to indicate that the space is reserved for the exclusive use of vehicles which display a distinguishing license plate or card. The sign shall also state, or an additional sign shall be posted below or adjacent to the sign stating the following: "$50.00 to $300.00 fine". The specific location of the parking spaces within the blocks noted and the location of appropriate signage is deemed to be a ministerial act to be determined by the City Manager, or his/her agent, in consultation with the Director of Public Safety.
B. 
Any person or corporation in lawful possession of a public off-street parking facility may designate reserved parking spaces for the exclusive use of vehicles which display a distinguishing license plate or card issued pursuant to Sections 301.071 or 301.142, RSMo., as close as possible to the nearest accessible entrance. Such designation shall be made either by posting immediately adjacent to and visible from each space, a sign upon which is inscribed the international symbol of accessibility, and may also include any appropriate wording to indicate that the space is reserved for the exclusive use of vehicles which display a distinguishing license plate or card.
C. 
It shall be unlawful for any person to park in a parking space reserved under authority of this Section without displaying a valid distinguishing license plate or card issued pursuant to Sections 301.071 or 301.142, RSMo.
D. 
It shall be unlawful for any person, without authorization, to use a distinguishing license plate or card issued pursuant to Sections 301.071 or 301.142, RSMo., to park in a parking place reserved under authority of this Section.
E. 
Law Enforcement Officials may enter upon private property open to public use to enforce the provisions of this Section, including entry upon private property designated by the owner of such property for the exclusive use of vehicles which display a distinguishing license plate or card issued pursuant to Sections 301.071 or 301.142, RSMo.
F. 
Violation of this Section shall be punished by a fine of not less than fifty dollars ($50.00) and not to exceed three hundred dollars ($300.00).
G. 
Non-conforming signs or spaces otherwise required pursuant to this Section which are in use prior to the effective date of this Section (October 27, 1997) shall not be in violation of this Section during the useful life of such signs or spaces. Under no circumstances shall the useful life of the non-conforming signs or spaces be extended by means other than those means used to maintain any sign or space on the owner's property which is not used for vehicles displaying a disabled license plate.

All vehicles shall be parked with all adequate precautions taken to prevent the same from moving.

A. 
It shall be unlawful to park any vehicle upon any privately owned land, parking lot or driveway or upon any public parking lot, after notice has been posted which prohibits, restricts or limits such parking without the express or implied consent of such owner, occupant, lessee or licensee of such land by the owner, occupant, lessee or licensee, as hereinafter provided.
B. 
Notice shall include a sign or signs each with dimensions not less than eighteen (18) inches by twenty-four (24) inches and bearing the words "No Parking", together with any qualifications or reservations on such parking, if any. Said sign(s) shall be conspicuously displayed on such land, parking lot or driveway by the owner, occupant, lessee or licensee.
C. 
Upon the complaint being made by any such owner, occupant, lessee or licensee of any parking of a vehicle in violation of this Section, the Director of Public Safety or any Public Safety Officer shall remove or cause to be removed such vehicle and shall impound and store such vehicle at the expense of the driver or owner thereof. The towing of such vehicle shall be regulated by Section 217.040.

A. 
Load/Unloading. Nothing in this Chapter shall be construed to prohibit any stopping, standing or parking of a vehicle for such period of time as is reasonably necessary to load or unload personal property from or into vehicles. Said stopping, standing or parking shall occur in such a manner as not to obstruct traffic and the vehicle being actively loaded or unloaded shall not be double parked.
B. 
Repair. Nothing in this Chapter shall be construed to prohibit the stopping, standing or parking of a vehicle upon a roadway for such time as is necessary for the making of emergency repairs. However, due diligence shall be used to remove such vehicle from the streets.
C. 
Recreational Vehicles/Pleasure Boats. Nothing in this Chapter shall be construed to prohibit parking or storage as authorized by Sections 405.210(3) and 405.210(4).
D. 
Fairs/Festivals. Upon petition by any person, when special circumstances exist such as fairs, festivals and other similar events, the City Council of the City of Maryville may waive the provisions of any ordinance in this Chapter for such period of time deemed appropriate by it. Before waiving any such provision, the City Council of the City of Maryville shall conclude that the public interest will be served by such action.

It shall be unlawful to park in any vehicle for the purpose of selling, displaying for sale, soliciting for sale or storing any machinery, goods, wares or merchandise.
