The City of Concordia hereby establishes event permits for operation of ATVs, UTVs, ROVs, and LSVs. The Board reserves the right to deny access to all or parts of Main Street (Missouri Highway 23) or U.S. Highway 40 in granting an event permit, except for crossing these roads, as stated in Rules of Operations for ATVs, UTVs, ROVs and LSVs.[1]

No person shall operate a qualified ATV, UTV, ROV or LSV on the streets and alleys of the City of Concordia during an event, without first obtaining a permit from the City Clerk as provided herein. This license shall be granted by the Board of Aldermen of the City of Concordia, following application by the organizing individual, group or body of the event. The cost of the permit is fifteen dollars ($15.00) per permit. The Board of Aldermen may waive this fee and set the cost of the event permit based on length of time for which the permit is granted.

A. 
The Board of Aldermen may assign special conditions for the use and operation of vehicles operating under an event permit, including but not limited to:
1. 
Hours of operation under the event permit.
2. 
Streets, or portions of streets upon which the vehicle may be operated on during the life of the event permit, inclusive of Missouri Highway 23 and U.S. 40 Highway.
3. 
Placement of required City sticker on vehicles operating under the conditions of the event permit.
B. 
The permit shall display all special conditions within the body of the event permit, signed and agreed to by the applicant. All other rules for operation applying to the operations of the vehicle shall be applicable.

The City of Concordia may suspend or revoke an event permit granted hereunder upon a finding that the holder thereof has violated any provision of this Article or there is evidence that the permitted operator cannot safely operate a qualified ATV, UTV, ROV or LSV on the designated roadways.
