The Board of Aldermen shall elect a Clerk for such Board to be known as "the City Clerk" whose duties and term of office shall be fixed by ordinance. Among other things, the City Clerk shall keep a journal of the proceedings of the Board of Aldermen. He/she shall safely and properly keep all the records and papers belonging to the City which may be entrusted to his/her care; he/she shall be the general accountant of the City; he/she is hereby empowered to administer official oaths and oaths to persons certifying to demands or claims against the City.

The City Clerk shall be elected by the Board of Aldermen as from time to time shall be necessary and shall serve for an indefinite term.

A. 
The duties of the City Clerk shall be to:
1. 
Attend and keep minutes of all meetings of the Board of Aldermen and supervise the filing of Board minutes, records and other official documents;
2. 
Sign and certify City ordinances, resolutions, contracts, reports and other records and official documents within two (2) business days of receipt of any request therefore and supervise their transmittal and filing in appropriate books;
3. 
Supervise the issuance of all licenses, permits and receipts in the name of the City and the collection and accounting for funds therefore pursuant thereto City ordinances;
4. 
Perform such functions and duties as required of the City Clerk of the Fourth Class City by the laws of the State and other ordinances of the City;
5. 
Function as the custodian of records, being responsible for maintenance of all records of the City's public governmental bodies and the establishment of a public policy relating to meetings, records and votes of the City's governmental bodies; and
6. 
Provide all data and/or information pertaining to the City and its business as requested by the Board of Aldermen or the Mayor.

The City Administrator shall have the authority to appoint one (1) or more Deputy City Clerks whose duties shall be to assist the City Clerk in the performance of the functions and duties of the City Clerk set forth in Sections 115.090 and 115.095 hereof, subject to discharge by the City Administrator. Each Deputy City Clerk shall be subject to the same regulations of the City Clerk, and shall have the authority to exercise the powers and duties of the City Clerk set forth in Sections 115.090 and 115.095 hereof, together with the authority to exercise such powers, perform such duties and assume such responsibilities as may be considered consistent therewith during the temporary absence of the City Clerk from the City, or as are delegated to him/her from time to time by the City Clerk, subject to the City Clerk's direction and supervision.
