A. 
At the second meeting of the City Council held after the City election of each year, it shall be the duty of the Mayor, by and with the concurrence of the Council, to appoint standing committees of the Council, as follows:
1. 
A committee of three (3) on Finance.
2. 
A committee of three (3) on Streets, Alleys and Sidewalks.
3. 
A committee of three (3) on Fire Department.

A. 
The duties of the Committee on Finance are hereby defined and declared to be as follows:
1. 
To take into consideration all such reports, resolutions and propositions relating to the fiscal affairs of this City as may be referred to them by the Council, and report thereon to the Mayor and Council whenever so required.
2. 
To hold monthly meetings at the office of the City Clerk on the first Tuesday of each month for the purpose of examining the books, accounts and monthly settlements of the several City Officers who are required to make monthly payments into the City Treasury, or to make monthly settlements of their accounts, and it shall be the duty of said Committee to report to the Mayor and Council any officer who fails or neglects to make monthly payments into the Treasury of all monies belonging to the City which he/she may have received, and a like report shall be made by said Committee of any officer who fails or neglects to make monthly settlements of his/her accounts as required by any ordinance of the City. The Committee shall also report any other dereliction of duty on the part of any officer, which they may discover, and, from time to time, make such suggestions touching the fiscal condition of the City, the method of keeping accounts with the City, or its books, as in their judgment the interest of the City may require.
3. 
To examine the annual, final and all other settlements of City Officers and report the result of such examination to the Mayor and Council.
4. 
To inquire into the state of the City debt, its revenue and expenditures, and from time to time make such reports and suggestions in relation thereto as in their judgment the best interest of the City may require.
5. 
To examine into and report to the Mayor and Council upon all bills, accounts or claims against the City which may be referred to them.

The duties of the Committee on Streets, Alleys and Sidewalks are hereby defined and declared to be as follows:
1. 
To take into consideration all such communications, resolutions and propositions concerning the streets, alleys, and sidewalks of the City, as may be referred to them by the Council, and make report thereon to the Mayor and Council when so required.
2. 
To see that the ordinances in relation to the construction, improvements and repair of streets, alleys and sidewalks are strictly enforced, and report all violations of the same to the Council.
3. 
To exercise a general supervision over the streets, alleys and sidewalks of the City, make examinations of the same from time to time, report to the Mayor and Council their actual condition, and submit such recommendations or suggestions respecting their improvement or repair as in their judgment may be necessary.
4. 
To examine and audit all accounts for work done or materials used in the construction, improvement or repair of streets, alleys, sidewalks or sewers, and present the same properly approved to the Mayor and Council for allowance and payment.

The duties of the Committee on Fire Department are hereby defined and declared to be as follows:
1. 
To take into consideration all such reports, resolutions and propositions relating to the Fire Department of this City as may be referred to them by the Council, and report thereon to the Mayor and Council whenever so required.
2. 
To meet whenever they may deem advisable for the purpose of examining the equipment of the Fire Department and report any deficiency in said equipment to the Mayor and Council.
3. 
To examine and test, whenever they may deem advisable, all water mains and fireplugs and report their condition to the Mayor and Council.
4. 
To see that the ordinances in relation to fires and Fire Department apparatus are strictly enforced and report all violations of same to the Mayor and Council.
5. 
To exercise a general supervision over the Fire Department and submit such recommendations or suggestions respecting its improvement or repair as, in their judgment, may be necessary.
6. 
To advise and consult the Council as to any and all actions concerning the Building Code of the City of Kennett, Missouri, the Seismic Design and Construction Standards of the City of Kennett, the electrical code of the City of Kennett, the plumbing code of the City of Kennett, the mechanical code of the City of Kennett and the property management code of the City of Kennett.
7. 
To take into consideration all reports, resolutions and propositions relating to code enforcement and property maintenance and management of the City, as may be referred to it by the Council, and make report thereon to the Mayor and Council when so required.
8. 
To see that the ordinances in relation to the codes, standards and property maintenance of the City are strictly enforced and to submit such recommendations or suggestions respecting same as it deems necessary.

A. 
The duties of said Committee are hereby declared and defined to be as follows:
1. 
To take into consideration all reports, resolutions and propositions relating to industrial development of the City as may be referred to them by the Council, and report thereon to the Mayor and Council whenever so required.
2. 
To meet whenever they may deem advisable for the purpose of cooperating with any civic club or industry relative to the industrial development of the City of Kennett, Missouri.
3. 
To report from time to time to the Mayor and the City Council on proposed plans for the industrial development of the City.

Said Committee shall supervise, consult with and recommend any and all actions with regard to the Police Department in the City of Kennett, Missouri.

Meetings of the committees of the City Council may be called at any time by the committee Chairman or any two (2) members of the committee. All notices of any meeting of a committee shall comply with Chapter 610, RSMo.
