The regulations set forth in this Article, or set forth elsewhere in this Chapter, when referred to in this Article, are the regulations in the "B-1" Neighborhood Business District. This district provides primarily for retail shopping and personal service uses to be developed either as a unit or in individual parcels to serve the needs of nearby residential neighborhoods.

A. 
A building or premises shall be used only for the following purposes:
1. 
Any use permitted in the "R-2" District, provided that no new structure shall be erected solely for residential use other than:
a. 
A parsonage to be located on or immediately adjacent to a church site; or
b. 
Replacement of a residence which was in existence at the time the Zoning Code (February 1, 1966) was adopted.
2. 
Automobile parking lots and storage garages.
3. 
Display room for merchandise to be sold on order where merchandise sold is stored elsewhere.
4. 
Dressmaking, tailoring, shoe repairing, repair of household appliances and bicycles, dry cleaning and pressing and bakery, with sale of bakery products only on the premises and other uses of a similar character.
5. 
Filling stations, so long as bulk storage of inflammable liquids complies with the requirement set forth by the Missouri Department of Agriculture, Division of Weight and Measures in its publication "Service Station and Bulk Plant Requirement," 2nd Edition, and all amendments and successors thereto, including amendment to those Sections of the NFPA cited therein, and so long as the bulk storage of inflammable liquids is approved by the Missouri Department of Agriculture and/or the Missouri Department of Natural Resources.
6. 
Hospital or clinic for small animals, dogs, cats, birds and the like, provided that such hospital or clinic and any treatment rooms, cages, pens, or kennels be maintained within a completely enclosed, soundproof building and that such hospital or clinic be operated in such a way as to produce no objectionable odors outside its walls.
7. 
Offices and office buildings, including clinics.
8. 
Outdoor advertising structure or non-flashing sign pertaining only to a use conducted within the building, and any sign or display in excess of thirty (30) square feet in area shall be attached flat against a wall of the building, and in no case shall any sign or display project above the roof line. The permitted thirty (30) square feet of sign area for projecting or freestanding signs may be in one (1) sign or the aggregate area of several signs.
9. 
Personal service uses, including barber shops, banks, beauty parlors, photographic or artists' studios, messengers, taxicabs, newspaper or telegraphic, dry-cleaning receiving stations, restaurants, undertaking establishments and other personal service uses of a similar character.
10. 
Retail stores, including florist shops and greenhouses in connection with such shops, but there shall be no slaughtering of animals or poultry on the premises of any retail store.
11. 
Self-service laundries.
12. 
Accessory buildings and uses.
13. 
Small equipment rentals and repair shops.

A. 
Height and area requirements shall be as set forth in Article XI and, in addition, the following regulations shall apply:
1. 
There shall be a side yard not less than ten (10) feet in width on the side of a lot adjoining a residential district.
2. 
There shall be a rear yard not less than twenty (20) feet in depth on the rear side of a lot adjoining a residential district.

A screening wall not less than six (6) feet in height, constructed of stone, brick, brick-faced masonry, concrete blocks, wood, chain-link fence with slatting so as to block vision, or screening plants to provide a dense screen, shall be provided wherever a use permitted in this Section abuts a residential district or a business district.
