The City of Hallsville may have a group of up to nine (9) members to be called a City Park Board; said Park Board shall be established to properly plan, coordinate, develop, maintain, and help finance any and all parks and outdoor recreation programs established by the City of Hallsville for the citizens of this City. Said Park Board may consist of up to nine (9) members, which members shall be appointed by the Board of Aldermen for terms of two (2) years each.

A. 
The terms shall begin on the first day of May of each year and shall continue for a period of two (2) years from the date of an individual's first appointment to the Park Board; with the exception that the initial Park Board shall serve as follows, to wit: The first three (3) individuals names to the Park Board shall serve for the initial two-year period from May 1, 1974 until May 1, 1976. The fourth and fifth individuals appointed to the Park Board shall serve for a term running from May 1, 1974 to May 1, 1975.
B. 
Notwithstanding any of the hereinabove, each Commissioner shall serve at the will of the Board of Aldermen and shall be removed from the Park Board at any time by a two-thirds (2/3) vote of the members of the Board of Aldermen. There shall be no restriction as to the amount of time an individual may serve on the Park Board; but in no instance shall an individual serve more than two (2) years on the Park Board without being reappointed by the Board of Aldermen.

At the first meeting of the Park Board, the members of the Park Board shall elect from themselves an individual to serve as Chairman of the said Park Board; the person so elected shall serve in this position for one (1) calendar year, at the end of which time a new election will be held to appoint the new chairman of the City Park Board.
The Park Board shall submit a plan each year setting out a recreational and park program, and shall formulate a budget for the program requesting such budgetary funds as, in its opinion, will be necessary for the ensuing year. This plan and budget shall be submitted on or before April 1 of each year in order that the plan may be considered and included in the City's budget for the ensuing year.
