It shall be unlawful for any person to place an obstruction of any kind or character whatsoever upon any street, alley, sidewalk or parkway within the City.

It shall be unlawful for any person owning or occupying any property within the City, or his agent in charge of said premises, to allow an obstruction of any kind or character whatsoever to remain upon any street, alley, sidewalk or parkway within the City after being notified to remove the same by the City.

In the event any person notified to remove an obstruction of any kind upon any street alley, sidewalk or parkway shall fail to do so within the time allowed in such notice, the City shall cause the same to be done; and the costs and expenses of the City in so doing shall constitute a lien upon the premises and may be collected as taxes.

A. 
It shall be unlawful for any person to obstruct the access to or use or repair of any street, alley or easement of way used for water, sewer or other utility lines of the City of Rock Port by constructing or building any structure or building over or upon such street, alley or easement.
B. 
Any person who, knowingly violates the provisions of this Section shall be guilty of a misdemeanor, and upon conviction shall be punished by a fine of not more than five hundred dollars ($500.00)

It shall be unlawful for any person to pour or empty any wash water, dish water, slop or other waste upon any of the streets, avenues, highways, or alleys of the City or to maintain any drain or sewer for the purpose of so doing.

Whosoever shall, within the City drive upon any paved street before the same has been opened for traffic shall be guilty of a misdemeanor; provided, that any person, when contingencies arise necessitating travel over a street before it is open, may travel upon same if they procure written permit from the Building Inspector.

The City shall bring all streets, avenues, alleys and other highways to a grade as the occasion demands, and the building of bridges, culverts, public sewers and foot walks across streets, avenues, alleys and other public highways.

The specifications for the construction and repair of streets, alleys and other public ways within the City shall be as established by the State Highway Department, copies of which shall be on file in the office of the City Clerk.

A. 
It shall be unlawful for any person as agent or tenant or owning or occupying property abutting Main Street from U.S. Highway 136 to Charles Street/Depot Road in the City of Rock Port to allow ice or snow to accumulate on the sidewalk in front of such property so owned or occupied by him, but shall keep such sidewalks cleared of snow and ice so as not to endanger or inconvenience pedestrians who might travel over such sidewalk. It shall also be unlawful for such person described above to allow ice or snow accumulation on the sidewalk alongside said property described above where such sidewalk runs parallel to a side street abutting Main Street from U.S. Highway 136 to Charles Street/Depot Road in the City of Rock Port.
B. 
Any person violating the provisions of this Section for a period longer than forty-eight (48) consecutive hours shall be deemed guilty of a misdemeanor and, upon conviction thereof, shall be subject to the penalties provided for violation of City ordinances, provided that the fine for the first (1st) offense shall be no greater than one hundred dollars ($100.00).
