In order to facilitate the movement of traffic
and to combat the hazards of snow and ice on the streets of Hatfield
Township, the Chief of Police, in his discretion, may declare a snow
and/or ice emergency. Information on the existence of a snow and/or
ice emergency shall be given by the Township through radio, newspaper
or other available media and information on the termination of the
emergency may be given by use of the same media.

As used in this article, the following terms
shall have the meanings indicated:
Full chains, strap chains or other types of chains mounted
on the driving wheels of a motorized vehicle.
A snow emergency shall exist upon a snow fall accumulation
of two inches or more during any period in which Hatfield Township
snow plowing and snow removal equipment shall be operating on the
streets and roads within Hatfield Township; providing however, that
such periods shall not exceed more than 72 hours after the cessation
of a snow fall. An ice emergency shall exist when the Chief of Police,
at his discretion, determines that ice accumulation has created a
condition hazardous to the health, safety and welfare of Hatfield
Township.
Snow tires with sufficient tread to allow self-propelled
vehicles to move through streets having two inches or more of snow
thereon.
All self-propelled motorized vehicles using Township streets
and highways including taxicabs but excluding other public transportation.
A.
Whenever the Township declares a snow and/or ice emergency, no owner
or occupier of any premises or his or her guest or business invitee
shall park any vehicle on any street or highway of the Township except
the following:

(4)

(5)
South Ford Drive;
(6)
Washington Lane;
(7)
Adams Drive;
(8)
Roxbury Road;
(9)
Needham Circle;
(10)
Stoneham Circle;
(11)
Hertford Drive, from Elroy Road to Towamencin Avenue;
(12)
Jean Drive, from Towamencin Avenue to Fairgrounds Road;
(13)
Truman Drive;
(14)
Providence Lane;
(15)
Oxford Court;
(16)
Towamencin Avenue, from Providence Lane to Forty Foot Road.
B.
It shall be unlawful to throw, shovel or plow snow
into or upon any roads and streets within the Township from adjoining
property with the intent of allowing such snow to remain on such roads
and streets.
C.
Any person who drives a vehicle without snow tires
or chains upon any street or road located within Hatfield Township,
and said vehicle becomes stalled or incapable of moving under its
own power or the driver leaves said vehicle unattended, shall be constituted
as a violation of this article and is subject to the penalties set
forth below.
D.
Any vehicle parked, stalled or incapable of moving
under its own power or left unattended upon any street or road in
a manner which hampers snow removal efforts within Hatfield Township
may be removed or towed at the owner's expense to another location
at the direction of the Hatfield Township Police Department or other
authority as authorized by the Township Commissioners.

A.
Any driver or owner violating the provisions of this
article, upon conviction before a District Justice, shall pay a fine
of $15, together with costs of prosecution, and, in default of payment,
undergo imprisonment for not more than five days. If, however, the
violator should within 72 hours after violation voluntarily appear
at the Hatfield Township Police building and indicate the desire to
plead guilty to the offense charged and pay a fine of $15 to Hatfield
Township, no prosecution shall be pursued.
B.
In regard to violations, other than parking violations,
the fine for the first offense shall be $25 and any second or subsequent
offense including parking violations shall be punishable by a fine
of up to $600. If in default of any said fine payments, the violator
shall undergo imprisonment for not more than 10 days.
