Effective as of the year in which this chapter is adopted, the
Borough Council, by majority vote, upon resolution shall appoint an
independent auditor, who shall be a certified public accountant and
be registered in the Commonwealth of Pennsylvania; a firm of certified
public accountants so registered; or a competent public accountant
or firm of public accountants acting as an independent auditor or
auditors.
Each such appointment shall be made annually by resolution before
the close of the fiscal year.
Such independent auditor shall make an independent examination
of the accounting records of the Borough for such fiscal year, and
such appointee shall also perform such other duties and exercise such
other powers as are conferred upon it or him under the applicable
provisions of the Commonwealth of Pennsylvania's Borough Code.
Borough Council may, at its sole discretion, take bids for such
accounting services and award the successful bidder a contract for
said services.
Borough Council may demand of such independent auditor and/or
auditors proof of adequate insurance and such other terms and conditions
as the Council may hereafter determine, in its sole discretion.
