The Mayor, with the advice and consent of the Board of Aldermen, at the first (1st) meeting of the Board in each fiscal year shall appoint a suitable person as City Superintendent who shall hold office for one (1) year and until his/her successor is appointed and qualified; whenever practicable, he/she shall be a graduate of an accredited engineering school.

The City Superintendent shall be commissioned and take the usual oath required of other City Officers and in addition thereto shall take oath that he/she is not, and during his/her continuance in office will not be, directly or indirectly concerned or interested in any contract made with this City for any public work.

It shall be the duty of the City Superintendent to make or have made all necessary plats, surveys, drawings and estimates of all public works when requested to do so by the Board of Aldermen, to make or have made all necessary surveys of streets, alleys, avenues, public squares, lots, blocks, squares or any public or private property in the City when required to do so by the order of the Board of Aldermen; to make correct levelings of all streets, alleys or avenues, and make the grade thereof, and report plans and estimates for the grading thereof or paving thereof when required to do so by the Board of Aldermen; to make out and cause to be opened all streets, alleys or avenues which are authorized to be opened when ordered to do so by the Board of Aldermen; to serve as Supervisor of Public Works in the City when ordered to do so by the Board of Aldermen; to see that all such work is performed according to contract and from time to time give estimates thereof when required by the Board or by the contractor; to cause to be carried into effect all Sections of this Code or other ordinances concerning streets, alleys and other public places, and to superintend and control the opening, grading and paving thereof, and to prevent and remove obstructions therefrom when ordered to do so by the Board of Aldermen; to cause to be removed or abated all encroachments by houses, fences or other objects from all streets, alleys, pavements, avenues or other public property or real estate owned by the City, and if he/she shall consider it necessary or when ordered to do so by the Board of Aldermen, to report the same to the Board.
