The General Store shall be operated as a component unit of the tribal government in accordance with:
A. 
A business plan and budget approved by the Tribal Council;
B. 
Such generally policies, procedures and practices applicable to other programs and departments within the tribal government; and
C. 
Tribal laws and regulations applicable to the General Store's business activities and business location.
In order to promote the purposes of the General Store as a means of promoting economic development and entrepreneur skills in tribal members, the General Store shall be entitled to receive, hold and administer all gross revenue produced by the General Store. The Tribe shall have no right, title or interest in the General Store's gross revenue unless and until actually distributed to the Tribe as distributable net income.
Out of General Store gross revenue shall be deducted or paid: (1) all operating expenses of the General Store; (2) any other currently due obligation imposed by any agreement to which the General Store is a party, including any payment into a reserve or other account. The General Store gross revenue remaining after payments and applications described in § 11.2-16 shall be referred to herein as the "Bkedé o Mshiké General Store net revenue."
