There is hereby established a Police Department consisting of
a Chief of Police and such Police Officers as the Board of Aldermen
may provide.

The salaries of the members of the Police Department shall be
prescribed by the Board of Aldermen.

The members of the Police Department shall serve at the pleasure
of the Board of Aldermen and may, for cause, be removed at any time.
The Police of the City may be appointed in such numbers, for
such times and in such manner as may be prescribed by ordinance. They
shall have power to serve and execute all warrants, subpoenas, writs
or other process and to make arrests in the same manner as the Chief
of Police. They may exercise such powers in areas leased or owned
by the municipality outside of the boundaries of such municipality.
The Chief of Police and Police Officers shall be conservators of the
peace and shall be active and vigilant in the preservation of good
order within the City.

No person shall be employed or appointed as a Peace Officer
and possessed of the duty and power to enforce the general criminal
laws or ordinances of this City unless he/she has been certified by
the Director of the Department of Public Safety as provided in Chapter
590, RSMo.
