The State traffic laws regulating the speed of vehicles shall
be applicable upon all streets within the City, except that the City
may by ordinance declare and determine upon the basis of engineering
and traffic investigation that certain speed regulations shall be
applicable upon specified streets or in certain areas, in which event
it shall be unlawful for any person to drive a vehicle at a speed
in excess of any speed so declared when signs are in place giving
notice thereof.
The City Traffic Engineer is authorized to regulate the timing
of traffic signals so as to permit the movement of traffic in an orderly
and safe manner at speeds slightly at variance from the speeds otherwise
applicable within the district or at intersections and shall erect
appropriate signs giving notice thereof.

A. No
person shall operate or drive any motor vehicle on any street within
the City at a speed greater than thirty (30) miles per hour, unless
a different speed has been established for any given area by this
Chapter or Schedule I of this Title.
B. Notwithstanding
anything herein to the contrary, no person shall operate or drive
any motor vehicle on any street within the City at a speed greater
than fifteen (15) miles per hour when such street or the street or
sidewalk right-of-way or any area which abuts the street or sidewalk
right-of-way is under construction or repair, and such reduced speed
limit has been posted.

It shall be unlawful for any person to drive any motor vehicle
in any school zone within the City at a greater speed than twenty
(20) miles per hour between the hours of 7:00 A.M. and 4:00 P.M. on
days school is in session.
No person shall drive a motor vehicle at such a slow speed as
to impede or block the normal and reasonable movement of traffic,
except when reduced speed is necessary for safe operation or in compliance
with law. Peace Officers may enforce the provisions of this Section
by directions to drivers, and in the event of apparent willful disobedience
to this provision and refusal to comply with direction of an officer
in accordance herewith, the continued slow operation by a driver is
an ordinance violation.

Every person operating any motor vehicle on the streets of the
City shall drive said vehicle at a rate of speed which does not endanger
any other person or any other person's property, taking into consideration
the time of day, the amount of vehicular and pedestrian traffic, the
condition of the street, the atmospheric conditions and the location
with reference to intersecting streets, curves and hills; provided
however, that this Section shall not be construed to authorize the
driver of any motor vehicle to exceed the maximum limit prescribed
in Sections 320.025 through 320.035 of this Chapter.
No person shall operate a motor vehicle upon those portions
of the roadways which are set forth and described in Schedule I at
a rate of speed in excess of that speed limit set for such portions
of the roadways by said Schedule.

It shall be unlawful for any person, firm or corporation to
mutilate, injure, deface or destroy any sign relating to the speed
limits of the City or any sign relating to the kind of vehicles permitted
to use said streets when said sign shall have been placed by authority
of the Board of Aldermen and the violation of this Section shall be
deemed a misdemeanor.
