A. All
lots, buildings, houses and structures in the City of Billings shall
be numbered in accordance with the following plan:
1. North and south numbers shall commence at Pine Street.
2. East and west numbers shall commence at Hamilton Street.
3. Odd numbers shall be on the east and north sides of the streets;
even numbers shall be on the south and west sides of the streets.
4. There shall be one hundred (100) numbers to each block: one (1) number
to every thirty (30) feet of frontage or as needed.
B. The
City Clerk shall keep a chart showing the proper street number of
every lot in the City which shall be open to inspection by the public.
C. It
shall be the duty of the owners and occupants of every building, house
and structure in the City to have placed thereon, in a place visible
from the street, figures at least two and one-half (2½) inches
high showing the number of the house, building or structure and to
maintain such figures at all times.
D. Any
person who violates a provision of this Section may be fined not less
than five dollars ($5.00) nor more than one hundred dollars ($100.00).
Each day a violation occurs or continues shall be a separate violation.

A. No
person, firm, corporation or other entity shall move, haul or transport
any house, building or other structure upon, across or over any public
highway, road, street or right-of-way located within the City limits
of Billings, Missouri, without first obtaining a permit therefor as
hereinafter provided.
B. All
applications for permits to move houses, buildings or other structures
upon, across or over any public highway, road, street or right-of-way
located within the City limits of Billings, Missouri, shall be in
writing and made to the City Clerk and shall state the location of
the house, building or other structure to be moved, its greatest length,
width and height and shall state definitely the route over which it
is to be moved within the City and whether it will be necessary to
cut, remove, raise or in any way interfere with any electric transmission
lines or electric wires or any pole bearing any such wires or transmission
lines or any other utility service and if it shall be necessary to
cut, remove, raise or in any way interfere with any such wires, lines
or poles, the application shall state the names of the owners of the
same, the time and place where the removal, cutting, raising or otherwise
interfering with such wires, lines or poles will be necessary and,
further, such application shall be accompanied by authorization from
the owner or owners permitting the cutting, removal, raising or interfering
with any such lines, wires or poles.
C. The permit required under Subsection
(B) of this Section shall be signed by the Mayor or such other City Official as the Mayor may designate in writing. Anyone who violates any of the provisions of this Section shall, upon conviction, be punished therefor in accordance with Section
100.220 of this Code of Ordinances.

Streets constructed within the City after the adoption of this
Section may be constructed of concrete so long as there is strict
adherence to the City's design standards with respect thereto. The
design standards are incorporated herein by reference and are the
procedures, requirements and design standards to be followed and implemented
with respect to the construction of concrete streets or roadways within
the City. These standards shall be on file in the City offices.
