[CC 1975 §15-20]
It shall be unlawful for any person to cut into or excavate in or through any of the public streets within the corporate limits of the City for the installation, replacement, extension or repair of any water, sewer, gas or other underground conduits or lines without first obtaining from the City Clerk or other proper City Official an excavation permit therefor.
[CC 1975 §15-21]
Upon proper application by any person for an excavation permit to make an excavation of a width greater than three (3) inches in any street and upon a deposit by him/her in the amount of fifty dollars ($50.00) or such amount as determined by the City, the City Clerk or other proper City Official shall issue such excavation permit subject to the conditions of other provisions of this Code pertaining to such work. Any excavation in excess of three (3) inches in width shall be filled and tamped by means of a hydraulic tamper by the agents or employees of the City, or by other approved means by said agents or employees acceptable to the City, who shall patch or repair the surface of said excavation with material of a like kind that the street was surfaced with initially. Upon completion of said work, after a charge at the rate of ten dollars ($10.00) per hour has been made by the City for the cost of refilling and tamping said excavation and a reasonable charge for the resurfacing of said excavation, based upon the reasonable cost thereof, has been made by the City, any excess of said deposit shall be returned to the person making said deposit. If the cost of said work done by the City should exceed said deposit, the City shall bill the person to whom said permit was issued, who shall immediately pay to the City the additional amount due.

Upon proper application by any person for an excavation permit to make an excavation of a width of three (3) inches or less in any street and upon a deposit by him/her in the amount of twenty-five dollars ($25.00), the City Clerk or other proper City Official shall issue such excavation permit subject to the conditions of other provisions of this Code pertaining to such work. Any excavation of a width of three (3) inches or less shall be immediately filled and tamped by the person making such excavation under the supervision and according to the method required by the City. No filling and tamping charge shall be made by the City, but the City shall resurface said excavation in the manner prescribed in Section 510.020 and return any excess of said deposit if the costs do not exceed such deposit or bill said person for an additional amount if the costs exceed such deposit.
[CC 1975 §15-23]
A. 
It shall be unlawful for any person to cut into or excavate through any street in the City for the purpose of repairing, replacing or extending any water connection when the water main is located at either side of the street. In such event, the licensed plumber, after obtaining the proper permit, shall make an excavation at the side of said street and another excavation at the other side of said street where the connection is to be made with the water main or water line and the pipes shall then be pushed under said street by means of a pipe pusher; provided however, that if an unusual circumstance exists where the use of a pipe pusher is impractical or impossible, the licensed plumber may cut into or excavate through the street if sufficient facts are shown to the satisfaction of the Street Commissioner.
B. 
In the event that a connection is to be made with a water line or sewer located under any street in the City, it shall be lawful for any licensed plumber, after obtaining the proper permit, to make a cut or excavate into or through said street.

It shall be the duty of the person granted a permit to make an excavation of more than three (3) inches in width to immediately notify the City when the work is completed and the excavation is ready to be refilled and tamped, or if said excavation is three (3) inches or less in width, to notify the City when the excavation has been refilled and tamped and is ready for resurfacing.
