A. 
No person, corporation or other legal entity may conduct or operate or permit to be conducted or operated on realty owned, leased or utilized by such person, corporation or legal entity more than six (6) yard sales during any calendar year.
B. 
As used herein, the term "yard sale" or "garage sale" shall mean the offering for sale, in a yard or garage, for a period not exceeding seventy-two (72) hours, of any items, goods, merchandise or services to the public in general at a location which is zoned for either residential purposes or commercial business purposes.

A. 
Consumer fireworks, as that term is now or hereinafter defined in Section 320.106 et seq., RSMo., may be sold within the City limits by any person who has been issued a permit therefor by the City. Permits for the sale of fireworks within the City limits shall only be issued in accordance with the following:
1. 
No City permit shall be issued to any person who has not first obtained a State permit from the State Fire Marshal authorizing the sale of consumer fireworks.
2. 
No permit shall be issued to any person who is under the age of eighteen (18) years.
3. 
No permit shall be issued to anyone other than a "seasonal retailer" as that term is now or hereinafter defined in Section 320.106, RSMo.
4. 
No permit shall be issued authorizing the sale of fireworks except during the period beginning on the twentieth (20th) day of June and continuing through the tenth (10th) day of July of the same year and the period beginning on the twentieth (20th) day of December and continuing through the second (2nd) day of January of the next year, which shall be the only periods of time that seasonal retailers shall be permitted to sell consumer fireworks.
B. 
Permits issued by the State and by the City must be displayed in the permit holder's place of business. No permit issued by the City shall be transferable, nor shall a person operate under a permit issued to another person or under a permit issued for another location.
C. 
No permit shall be issued by the City for the sale of fireworks by a seasonal retailer until a fee of twenty-five dollars ($25.00) per year per sales location has been paid.
D. 
Any person who has had a State fireworks permit revoked or canceled after issuance thereof by the State Fire Marshall shall automatically have his/her City permit so revoked or canceled without further action on the part of the City.
E. 
Any violation of the provisions of this Section shall, upon conviction, be punishable in accordance with the range of penalties provided in the City's Code of Ordinances. Each day that any such violation continues shall be the basis of a separate charge.
