All City elections shall be held in compliance with and under the provisions of Chapter 115, RSMo.

A. 
On the first (1st) Tuesday in April in the year 1950, and every four (4) years thereafter, an election shall be held in each ward of the City for the election of a Mayor who shall hold his/her office for four (4) years, and until his/her successor is elected and qualified.
B. 
On the first (1st) Tuesday in April in the year 1990, and every four (4) years thereafter, an election shall be held in each ward of the City for the election of a City Marshal who shall hold his/her office for four (4) years, and until his/her successor is elected and qualified.
C. 
On the first (1st) Tuesday in April in each even-numbered year, an election shall be held in the City for the election of a City Assessor, City Collector and City Treasurer, who shall hold their offices for two (2) years, and until their successors are elected and qualified.

On the first (1st) Tuesday in April in each year, an election shall be held in each ward in the City for the election of one (1) Councilman who shall hold his/her office for a term of two (2) years next ensuing his/her election, and until his/her successor is elected and qualified.

A. 
A Declaration of Candidate for Election for a City office shall contain the name of the person becoming a candidate, the residence, occupation and the office for which he/she is seeking election.
B. 
Said Declaration of Candidate for Election shall be filed on a form provided by the City Clerk and shall be duly signed and sworn to by said candidate.
C. 
No person shall file a Declaration of Candidate for Election for more than one (1) City office.
D. 
The Declaration of Candidate for Election for a City office shall be filed with the City Clerk no later than 5:00 P.M. on the eleventh (11th) Tuesday prior to the City election. The City Clerk shall cause to be preserved in the office of the City Clerk all the Declarations of Candidates for Election.
E. 
Any person who shall falsely make or file a declaration of candidate of election knowing the same or any part thereof to be falsely made or contains false information shall be guilty of a misdemeanor and upon conviction shall be subject to punishment as provided in Section 100.120 of this Code.

A. 
The City of Caruthersville is divided into four (4) Wards as follows:
1. 
First Ward. The First Ward shall comprise all that part of the City lying within the perimeter described as follows:
Commencing at the intersection of the centerline of Ward Avenue with the low water mark of the Mississippi River; thence in a general southeasterly direction along the low water mark of the Mississippi River to an intersection with the north line of East 6th Street, if projected; thence south 70° west a distance of 840 feet, more or less, to the centerline of the Main Line Levee of the St. Francis Levee District; thence in a southeasterly direction along the said centerline of said levee to an intersection with the north line of Section 27, Township 18 North, Range 13 East; thence west along the north section line of said Section 27, 750 feet, more or less, to the northwest corner of Section 27; thence south along the west line of said Section 27 a distance of 400 feet, more or less; thence west 1,550 feet, more or less, to the east line of U.S. Survey No. 549; thence south along the east line of U.S. Survey No. 549, 400 feet, more or less; thence west 1,871.76 feet, more or less, to the east line of U.S. Survey No. 548; thence north along the east line of U.S. Survey No. 548, 400 feet, more or less; thence east 450 feet, more or less, to the southwest corner of Chaffin Subdivision; thence north along the west line of Chaffin Subdivision to the north line of East 18th Street, if projected; thence east 145 feet, more or less, to the centerline of Adams Avenue; thence in a northeasterly direction along the centerline of Adams Avenue to the centerline of East 12th Street; thence west along the centerline of East 12th Street to an intersection with the centerline of Ward Avenue; thence north along the centerline of Ward Avenue to the place of beginning.
2. 
Second Ward. The Second Ward shall comprise all that part of the City lying within the perimeter described as follows:
Commencing at the intersection of the centerline of Ward Avenue with the centerline of West 10th Street; thence northwest along the centerline of West 10th Street to an intersection with the centerline of Carleton Avenue; thence southwest along the centerline of Carleton Avenue to an intersection with the centerline of West 10th Street; thence northwest along the centerline of West 10th Street to an intersection with the centerline of Ferguson Avenue; thence north along the centerline of Ferguson Avenue to an intersection with the centerline of Henrietta Street; thence west along the centerline of Henrietta Street to an intersection with the centerline of Beckwith Avenue; thence north along the centerline of Beckwith Avenue to an intersection with the centerline of Locust Street; thence west along the centerline of Locust Street to an intersection with the centerline of Washington Avenue; thence south along the centerline of Washington Avenue to an intersection with the centerline of Henrietta Street; thence west along the centerline of Henrietta Street, if projected to the corporate limits of the City; thence north along the corporate limits of the City to the low water mark of the Mississippi River; thence southeast along the low water mark of the Mississippi River to an intersection with the centerline of Ward Avenue; thence southwest along the centerline of Ward Avenue to the point of beginning. The Second Ward shall also include all of that area annexed into the City pursuant to Ordinance Number 369 adopted and approved on the fourth (4th) day of August, 1969, and pursuant to Ordinance Number 835 adopted and approved on the twenty-fourth (24th) day of November, 1998.
3. 
Third Ward. The Third Ward shall comprise all that part of the City lying within the perimeter described as follows:
Commencing at the intersection of State Route Y (South Ward Avenue) and the south City limits; thence following the City limits to the east and as it extends generally northerly and easterly to its intersection with the north line of Section 33, Township 18 North, Range 13 East; thence east along the north line of said Section 33 to a point which is 1,871.76 feet, more or less, from the northwest corner of said section to an intersection with the east line of U.S. Survey No. 548, if projected; thence north along said projected line and the east line of U.S. Survey No. 548 to an intersection with the south line of Chaffin's Subdivision, if projected; thence east 450 feet, more or less, to the southwest corner of Chaffin Subdivision; thence north along the west line of Chaffin Subdivision to an intersection with the north line of 18th Street, if projected; thence east 145 feet to the centerline of Adams Avenue; thence northwest along the centerline of Adams Avenue to an intersection with the centerline of East 12th Street; thence west along the centerline of East 12th Street to an intersection with the centerline of Ward Avenue; thence south east and south along the centerline of Ward Avenue to an intersection with the centerline of State Route U; thence west along the centerline of State Route U to the corporate limits; thence following the corporate limits of the City generally southerly, westerly and southeasterly to the place of beginning.
4. 
Fourth Ward. The Fourth Ward shall comprise all that part of the City lying within the perimeter described as follows:
Commencing at the intersection of the centerline of State Route U and the centerline of Ward Avenue; thence west along the centerline of State Route U to the corporate limits, being the intersection of State Route U with the east line of the southwest quarter of the southwest quarter of Section 20, Township 18 North, Range 13 East; thence north along the east line of the southwest quarter of the southwest quarter of Section 20 to the northeast corner of the southwest quarter of the southwest quarter of Section 20, Township 18 North, Range 13 East; thence east along the north line of the southeast quarter of the southwest quarter of said Section 20 a distance of 920 feet, more or less; thence north along a line, which line is located four hundred (400) feet west of the centerline of Section 20 to an intersection with the centerline of Henrietta Street, if projected; thence east along the centerline of Henrietta Street to an intersection with the centerline of Washington Avenue; thence north along the centerline of Washington Avenue to an intersection with the centerline of Locust Street; thence east along the centerline of Locust Street to an intersection with the centerline of Beckwith Avenue; thence south along the centerline of Beckwith Avenue to an intersection with the centerline of Henrietta Street; thence east along the centerline of Henrietta Street to an intersection with the centerline of Ferguson Avenue; thence south along the centerline of Ferguson Avenue to an intersection with the centerline of West 10th Street; thence southeast along the centerline of West 10th Street to an intersection with the centerline of Carleton Avenue; thence northeast along the centerline of Carleton Avenue to an intersection with the centerline of West 10th Street; thence southeast along the centerline of West 10th Street to an intersection with the centerline of Ward Avenue; thence southwest and south along the centerline of Ward Avenue to the place of beginning.
A map depicting the wards described herein shall be maintained in the office of the City Clerk.
