A. 
Due to the climate and location of the City, the area is conducive to the breeding and proliferation of mosquitoes and such mosquito population has grown to the extent that it constitutes a nuisance and is injurious to the health and welfare of the inhabitants of the City.
B. 
In order to suppress the mosquito nuisance, it is hereby ordained that there be levied an assessment on the occupants of the property located in the City and such assessment shall be in the amount of twenty-five cents ($0.25) per month beginning the first (1st) day of May of each year, and ending on the thirty-first (31st) day of December of each year. Such assessment shall be with and exist against each water bill of the occupants of property located in the City and shall be collected in the names prescribed for the collection of water bills by the Water Department of the City of Caruthersville. All revenue obtained from this assessment shall be placed in a special fund and shall be used only for the spraying and suppressing of mosquitoes.
