Fences, walls, and hedges or any man-made structure, wild or
cultivated growth, or protrusion over two (2) feet in height, whose
primary purpose is to establish and maintain a property line, to furnish
privacy for the property owner and/or tenant, prevent trespass, confine
and protect animals within the confines of the property or for decorative
purposes, shall be deemed a fence.

A. Barbed Wire Fences. All fences or walls having wire or metal
prongs, spikes, cutting points or edges of any kind whatsoever shall
be prohibited, except six (6) foot chain link fencing may have three
(3) strands of barbed wire on top when in a commercial or industrial
zone.
B. Electric Fences. All electric fences of any type are prohibited
within the City limits of Caruthersville.
C. Corrugated Metal Fences. All corrugated metal fences are
prohibited in residential zones.

A. Except
as otherwise provided in this Chapter, fences not exceeding three
(3) feet in height may be located in any required front yard in a
residential district.
B. Chain
link fences or other fences that similarly do not restrict vision
not exceeding six (6) feet in height may be located in any required
front yard in a residential district.
C. Ornamental
fencing constructed of steel, aluminum or cast iron may be constructed
in a required front yard to a height not to exceed six (6) feet, provided
however, the following standards must be met in construction of any
such fence:
1. The fence must be constructed in a manner that does not substantially
limit visibility through the fence.
2. Brick pillars not exceeding two (2) feet wide by two (2) feet deep
by six (6) feet tall shall be permitted for support of the metal fence
sections. The brick pillars shall be at least twenty-four (24) feet
on center from each other except where placed on either side of a
driveway entrance.
D. Fences
not exceeding six (6) feet in height may be located in any required
rear or side yard in a residential district.
E. Fences
not exceeding eight (8) feet in height may be located in any required
rear or side yard along a property line of a residential district
that abuts a district zoned or developed for commercial, institutional
or industrial use. No such fence is permitted in any required front
yard. No such fence shall be permitted within the required side yard
adjacent to a street on any corner lot.
F. Corner Visibility. No sign, fence, wall, hedge, planting
or other obstruction to vision extending to a height in excess of
three (3) feet above the established street grade shall be erected,
planted or maintained within the area of a corner lot that is included
between the lines of the intersecting streets and a straight line
connecting them at points fourteen (14) feet distant from the intersection
of the street lines, provided that the requirement shall not apply
in a district where no minimum front yard is required.

No fence or other structure shall be constructed or erected
until a building permit is obtained. Any person violating the provisions
of this Article shall be deemed guilty of a misdemeanor and shall
be punished in accordance with the ordinances of the City of Caruthersville.
