A Township Clerk shall be appointed by the Council for a term of three years, beginning on the first day of January and on January 1 every three years thereafter, provided that any appointment to fill a vacancy shall be for the unexpired term only. The Clerk shall be a resident of the Township. Prior to appointment, the Clerk shall have been qualified, by training or experience, to perform the duties of the office. The Clerk shall become certified within three years and shall take such other courses as the Council may require.
A. 
The Township Clerk shall have the following functions, powers and duties. He shall:
(1) 
Serve as Clerk of the Council, keep the minutes and records of its proceedings and maintain and compile its ordinances and resolutions as required by the Charter.
(2) 
Provide secretarial and clerical services to the members of the Council in the discharge of their official duties.
(3) 
Have custody of the Township's Seal and affix it to such books, papers and documents as may be authorized pursuant to law.
(4) 
Have and take custody of all books, papers and documents of the Township for which no other repository is provided by Charter or ordinance and preserve and keep them safely.
(5) 
Administer dog licenses pursuant to law, except that the Mayor or the Council may, at any time, delegate this duty to some other employee or department.
(6) 
Perform such functions as are vested in the Clerk by the licensing provisions of the state law or by ordinance.
(7) 
Publish ordinances as required by law and file in his office the requisite proofs for such publications.
(8) 
Have such other, different and additional powers, functions and duties as may be prescribed by law or ordinance.
B. 
The Township Clerk shall also issue certificates as to liability for assessment for municipal improvements in accordance with provisions of the Laws of 1946, Chapter 269 (N.J.S.A. 54:5-18.1 et seq.).
C. 
The Township Clerk shall also issue certificates as to approval of subdivisions of land, as authorized by law, when a land subdivision has been approved in accordance with the Subdivision Ordinance of the Township.[1] (See N.J.S.A. 40:55D-7.)

A. 
Pursuant to the authority of N.J.S.A. 40A:9-135, there is hereby created for the Township of Mount Olive the office of Deputy Municipal Clerk, who shall be known as the "Deputy Township Clerk."
B. 
The Deputy Township Clerk shall be appointed by the Council for a term of two years, except that the first term of the Deputy Township Clerk shall commence upon his or her appointment and shall terminate on December 31, 1973. Thereafter, the term shall commence on the first day of January 1974 and every two years thereafter. Any appointment to fill a vacancy in the office of Deputy Township Clerk shall be for the unexpired term only.
C. 
Compensation for the Deputy Township Clerk shall be as established in the Township's Salary Ordinance.[1]

D. 
The Deputy Township Clerk shall serve in such capacity during the absence or disability of the Township Clerk, and said Deputy Township Clerk shall have all of the powers of the Township Clerk and shall perform the functions and duties of the Township Clerk during said Township Clerk's absence or disability.
