A Length of Service Awards Program (LOSAP) is herewith created in accordance with Chapter 388 of the Laws of 1997, to reward members of the Budd Lake Fire Company, Budd Lake First Aid and Rescue Squad and Flanders Fire and Rescue Squad for their loyal, diligent and devoted services to the residents of the Township of Mount Olive.
The LOSAP shall provide for fixed annual contributions to a
deferred-income account for each volunteer member that meets the criteria
set forth below; that such contributions shall be made in accordance
with a plan that shall be established by the Township Council pursuant
to P.L. 1997, c. 388; and that such plan shall be administered in
accordance with the laws of the State of New Jersey, the United States
Internal Revenue Code and this chapter.
The Budd Lake Fire Company, Budd Lake First Aid and Rescue Squad
and Flanders Fire and Rescue Squads shall, on an annual basis, furnish
the Council with proposed standards of eligibility. The Township Council
will then adopt or amend the standards by resolution. The Budd Lake
Fire Company, Budd Lake First Aid and Rescue Squad and Flanders Fire
and Rescue Squads may provide amendments and modifications to such
standards from time to time, and said amendments and modifications
shall be submitted to the Council for approval and adoption by resolution.
The LOSAP shall provide for fixed annual contributions to a deferred-income
account for each volunteer member who meets the standards as adopted
or amended.
The proposed annual contribution for a qualifying active volunteer
member is projected at $1,150.
An active member shall be eligible to participate in a LOSAP
immediately upon commencement of the active volunteer member's
performance of active emergency services. The active volunteer member's
interest in benefits provided under the LOSAP will vest at the earlier
of:
A.
The death or permanent disability of the active volunteer member
rendering him or her unable to perform their duties for the Fire Department
or First Aid/Rescue Squad; or
B.
Upon completion of at leave five years of service; or
C.
Notwithstanding the provisions of Subsections A and B of § 46-5, the volunteer member's interest in benefits will vest immediately upon the completion of five years of active volunteer service, including service rendered both before and after the enactment of Ordinance No. 32-99, which ordinance was enacted on August 24, 1999.

Each active volunteer member shall be credited with points for
volunteer services provided in accordance with the following schedule:
