Each occupied dwelling, as defined by the City Code and Pennsylvania law, must have a separate water meter.
Enforcement of the above requirement shall be tied to the issuance of occupancy permits and the issuance of no-lien letters/tax certifications.
An occupied dwelling may be excepted from the above requirement if:
A. 
Construction of an individual water meter would cause property damage to any adjoining properties (e.g., two or more occupied dwellings had a shared or common wall), or
B. 
Construction of an individual water meter would be otherwise detrimental to the health and safety of City residents, as determined by the City.
