All City officers over which the City Council has the power of appointment, confirmation or election shall be appointed, confirmed or elected by a viva voce vote.
Each City Councilor shall be limited to an expenditure of $500 for postage and stationery in each year, with a limit of $125 to be spent in each quarter of the year.
