A. 
There shall be an officer of the City known as the "Sealer of Weights and Measures." He shall have as many Deputy Sealers of Weights and Measures as the City Council shall decide, and they shall perform such duties as he shall designate.
B. 
The office of the Sealer of Weights and Measures shall be within the Department of Inspectional Services and subject to the administrative control, supervision and direction of the Inspector of Buildings.

The Sealer of Weights and Measures shall receive such compensation as the City Council shall determine and shall collect and return to the City Treasurer all fees received by him or any deputies in the discharge of their official duties.
The Sealer of Weights and Measures and deputies shall be provided with sets of standard seals and appliances required to discharge the duties incumbent upon them. They shall perform the duties required of them by the statutes of the commonwealth and all ordinances and orders passed by the City Council. The Sealer of Weights and Measures and deputies shall not seal equipment of any individual or corporation which is delinquent in the payment of taxes to the City or other accounts receivable by the City.
