The Division of Engineering shall see that there is affixed or inscribed by the owner thereof, on the front part of all buildings within the City, street numbers of a regular series on metal plates which have white figures on a black background or in the form of other devices and in other colors which, in the judgment of the division, make the number substantially visible. The division shall determine the size of such numbers and the manner of affixing them to buildings. The division shall report forthwith to the Inspectional Services Division, or other appropriately designated agency or officer of the City, the name and address of the person to whom the number is assigned.

Every owner or occupant of a house or building shall keep on the front part thereof the street number assigned by the Division of Engineering as provided for in § 10-91. It shall be the duty of such owner or occupant to keep the number of the house or building visible as provided in § 10-91.

Whoever violates this section, after having been warned of such violation, shall be punished by a fine as provided in § 1-15 of the City Code.
A. 
Required information. An owner of a dwelling which is rented for residential use who does not reside therein and who does not employ a manager or agent for such dwelling who resides therein shall post and maintain or cause to be posted and maintained on such dwelling, adjacent to the mailboxes for such dwelling or elsewhere in the interior of such dwelling, in a location visible to the residents, a notice constructed of durable material, not less than 20 square inches in size, bearing his name, address and telephone number. If the owner is a realty trust or partnership, the name, address and telephone number of the managing trustee or partner shall be posted. If the owner is a corporation, the name, address and telephone number of the president of the corporation shall be posted. Where the owner employs a manager or agent who does not reside in such dwelling, such manager or agent's name, address and telephone number shall also be included in the notice. If the owner of such dwelling does not reside within a twenty-mile radius of the City, such notice shall also include the name, address and telephone number of a person living within such twenty-mile radius of the City to be notified in case of emergency.
B. 
Penalty. Any person in violation of this section shall be fined not more than $50. Each day such violation continues shall be considered a separate offense.
