A.
The Police Department is hereby authorized to install, monitor and
maintain a silent alarm system providing silent or so-called "holdup
alarms" to financial and mercantile institutions located in the City.
B.
The Police Department is further authorized to charge installation,
monitoring and maintenance fees for each such institution so connected
at a rate agreed to by the participating business entities.
