Except as otherwise provided in this article, the immediate control and management of the public library shall be vested in a Board of Trustees.

A. 
The Board of Trustees of the public library shall consist of nine members, who shall be appointed by the Mayor in accordance with Section 3-3 of The Charter.
B. 
The Mayor shall appoint three members to a one-year term, three members to a two-year term, and three members to a three-year term. After these initial terms, all Board of Trustees members shall be appointed for a term of three years in April of each year. This section shall not affect the powers of the Mayor to remove members in accordance with Section 3-5 of The Charter.
The Board of Trustees shall elect annually, in May of each year, a chairperson and a vice-chairperson from among its members.

All monies appropriated for the public library shall be expended under the direction of the Board of Trustees. The board may purchase, within its appropriation and without limitation of amount, library books and periodicals, audiovisual tapes, film and cassettes, binding of books, and other educational supplies. All other purchases shall be made through the Purchasing Division following established purchasing practices.[1]

The Board of Trustees shall appoint a librarian and such other employees as it deems expedient, and may remove them at pleasure. It shall fix the compensation of the employees, which shall be paid from the appropriation for the library.
The Board of Trustees shall make suitable regulations for the public library and its use, subject to the approval of the City Council.
The Board of Trustees shall annually, on September 1, lay before the Mayor and the City Council a detailed report of its doings and the condition of the library.
Except as otherwise provided in this article, the Board of Trustees shall have charge of the operation and upkeep of all branch libraries now existing or hereafter established by the City Council. The Board of Trustees may make recommendations to the City Council in regard to the advisability of establishing new branch libraries and the sites for the branch libraries, or in regard to the transfer or discontinuance of any already established.

The Director of Community Maintenance, in his capacity as superintendent of public buildings, shall perform all repairs upon all City buildings used by the Board of Trustees for the public library or any branch library, and shall have in his care and custody all such buildings. Any repairs, alterations or additions to such buildings shall be performed in accordance with and subject to the provisions of this Code and the general law.
