No owner or other person, except licensed funeral directors and their regular employees, having control of a private livery vehicle shall employ or allow any person to drive the vehicle, and no person shall drive the vehicle, except a person licensed as provided in this division.
Application for a license to drive private livery vehicles shall be made to the City Council on forms furnished by the City Clerk and shall set forth such information as the City Council may require and such further information as the City Clerk may require.
No driver's license shall be granted to any person unless he can read, write and speak the English language intelligently, nor unless he shall be a resident of this commonwealth and a citizen of the United States or shall have declared his intention to become such a citizen, nor unless he shall present a valid license as an operator issued to him by the Registrar of Motor Vehicles.
The fee for a license to drive private livery vehicles shall be as provided in Chapter A110, Fee Schedule, of the City Code.
Driver's licenses shall be signed by the City Clerk, shall be numbered in order as granted, and, unless sooner suspended or revoked, shall continue in force until January 1 next after the date thereof.
The City Clerk, when issuing a private livery vehicle license, shall deliver to the licensee a metal badge bearing these words: "Licensed Livery Vehicle Driver No. __________, Fall River, Mass."
