There shall be appointed by the Mayor with the consent of the
City Council, from the citizens of the City, a board of seven members
to be known as the "Port Authority," and to consist of a chairperson
and six other members.
The Port Authority shall organize by the appointment of a clerk
and may appoint such other officers and agents as may be necessary
to carry out the duties described in this article.
The Port Authority shall act in an advisory capacity to the
Mayor and City Council in regard to all matters concerning the port
of the City, both in regard to the construction and operation of the
state pier and in all other affairs concerning such port.
