[Adopted 2-27-1990 by Ord. No. 8-90; amended in its entirety 2-27-1996 by Ord. No. 5-96 (Ch. 8, Art. VI, of the 1990 Code)]
There is hereby established a Solid Waste Advisory Committee, which Committee shall consist of 11 members.
The Solid Waste Advisory Committee, consisting of 11 members, shall be comprised as follows:
A. 
The Mayor shall appoint two members from the administration, one of whom shall be employed within the Sanitation Department and one of whom shall be employed within the Department of Health, Welfare and Sanitation or the Finance Department.
B. 
The Mayor shall appoint one member who shall also be a member of the Township's Environmental Commission.
C. 
The Mayor shall appoint two citizens of the Township of Mount Olive who shall be residents of the Township.
D. 
The Township Council shall appoint one member who shall act as liaison to the Township Council, and when possible this appointment shall be a member of the Board of Health.
E. 
The Township Council shall appoint five citizens of the Township of Mount Olive who shall be residents of the Township.
The term of members to the Committee shall be as follows:
A. 
The appointments in § 15-35C and E above shall be a period of two years. The expiration of the terms shall be staggered in alternate years so that, in one year, one mayoral and three Council appointments shall expire and, in the following year, one mayoral and two Council appointments shall expire.
B. 
The appointments in § 15-35A, B and D shall be a period of one year.
The Solid Waste Advisory Committee shall advise the Township Council as to the various policy issues which arise in connection with the field of solid waste and, in addition, shall advise the Township's administration as to appropriate techniques in connection with the implementation of the Township's policies relative to solid waste. More specifically, the charge of the Solid Waste Advisory Committee shall include the following functions:
A. 
To make appropriate recommendations to the Township Council as to policy issues and to the administration as to the implementation of policies established for solid waste within the Township.
B. 
To increase public awareness of the need for proper recycling of resources and separation techniques, as well as the value to society of utilizing recyclable materials.
C. 
To evaluate the feasibility of source separation in Mount Olive Township by considering materials that should be separated and the markets for these materials and their location from the point of view of a self-sustaining-type program.
D. 
To recommend and/or to recommend changes, if necessary, to the municipal program to achieve increased recovery of paper, glass and metal cans from the municipal solid waste stream.
At the initial meeting of the Solid Waste Advisory Committee and annually thereafter, the members of the Committee, as then constituted, shall select a Chairperson, Alternate Chairperson and Secretary to the Committee. The term of the Chairperson, Alternate Chairperson and Secretary shall be for one calendar year.
A. 
The Chairperson shall have the responsibility for calling meetings at appropriate times and advising both the Council and the administration of the Committee's recommendations.
B. 
The Alternate Chairperson shall assume the duties of the Chairperson in the absence of the Chairperson.
C. 
The Secretary shall have the responsibility for keeping an accurate record of the proceedings of each meeting and publishing such record for Committee review. The Secretary shall distribute the minutes of the meeting at least seven days prior to the next scheduled meeting, clearly labeled "draft - for review only," to all Committee members. The Committee shall review, revise, if necessary, and approve the minutes for general distribution at its next scheduled meeting.
This article shall take effect in accordance with law, and the Council and the Mayor shall make their respective appointments to the Solid Waste Advisory Committee within 30 days after final adoption of this article. Upon the appointment of new members, the current Solid Waste Advisory Committee shall be dissolved, and the Committee created by this article shall commence its operations.
