The Treasurer shall receive and safely keep all monies, warrants, books, bonds and obligations entrusted to his/her care, and shall pay over all monies, bonds or other obligations of the City on warrants or orders, duly drawn, passed or ordered by the Board of Aldermen, and signed by the Mayor and attested by the City Clerk, and having the Seal of the City affixed thereto, and not otherwise; and shall perform such other duties as may be required of him/her by ordinance. Before entering upon the duties of his/her office, he/she shall give bond in the amount of one hundred thousand dollars ($100,000.00).

The City Treasurer may be appointed by the Mayor with the consent and approval of the majority of the members of the Board of Aldermen at the last meeting before the beginning of the next fiscal year.

The City Treasurer shall report to the Board of Aldermen, within forty-five (45) days following the end of the fiscal year, the amount of receipts and disbursements of the Treasury during the preceding year, the balance remaining to the credit of each fund and constituting the general balance in the Treasury on the first day of October; also the amount of bonds maturing in the succeeding year for the redemption of which provision must be made and the amount of money required to pay the interest falling due on the indebtedness of the City during such year.

The City Treasurer and City Clerk shall have free access to each other's offices for the inspection of all books, accounts and papers which they respectively contain and free access to all other offices of this City for the inspection of such books, accounts and papers as concern any of their duties.
