A. 
It shall be unlawful for any person, firm or corporation to obstruct, in whole or in part, any street, road, alley, sidewalk, public way, natural or constructed drain way with material or to cause or allow or permit material to move, flow, fall thereon or therein unless the same has been specifically permitted in writing by the Board of Aldermen.
B. 
Notwithstanding any permit being issued to authorize the doing of the prohibited acts or actions set out in Subsection (A) of this Section, any street obstruction shall be protected by sufficient barricade and lights and failure to do so shall constitute a separate violation of this Section.
