Pursuant to the provisions of § 7-728 of the Village Law of the State of New York, said Zoning Board of the Village of Whitesboro, Oneida County, New York, hereby appointed, is hereby authorized and empowered to approve plats showing new streets or highways in the Village of Whitesboro, Oneida County, New York.
The Clerk of the Village of Whitesboro, Oneida County, New York, is hereby directed to forthwith file with the Clerk of the County of Oneida a certificate showing that the Board of Trustees of the Village of Whitesboro, Oneida County, New York, has authorized its Zoning Board to approve plats showing new streets or highways within the Village of Whitesboro, Oneida County, New York, pursuant to the provisions of § 7-728 of the Village Law of the State of New York, and said Clerk is hereby requested to write to the County Clerk of Oneida County and request such Clerk, pursuant to the provisions of § 7-732 of the Village Law of the State of New York, to refuse to file or record in his office any plat of a subdivision of land showing a new street or highway until it has been approved by the Zoning Board of the Village of Whitesboro, Oneida County, New York.

A. 
This article shall be known as "Local Law 1 of the year 2013 and more specifically: Alternate Members for the Zoning Board in the Village of Whitesboro."
B. 
Alternate Planning Board and ZBA Members Act. This article shall apply to the appointment, terms, functions and powers of alternate members appointed to serve on the Zoning Board in the Village of Whitesboro.
It is sometimes difficult to maintain a quorum on the Zoning Board because members are ill, on extended vacation or find they have a conflict of interest situation on a specific matter before such Board. In such instances, official business cannot be conducted which may delay or impede adherence to required timelines. The use of alternate members in such instances is hereby authorized pursuant to the provisions of this article.
As used in this article, the following terms shall have the meanings indicated:
ALTERNATE MEMBER
An individual appointed by the Village Mayor to serve on the Zoning Board when a regular member is unable to participate on an application or matter before the Board, as provided herein.
MEMBER
An individual appointed by the Village Mayor to serve on the Zoning Board pursuant to the provisions of the local law which first established such Zoning Board.
ZONING BOARD
The Zoning Board is established by local law pursuant to Municipal Home Rule Law, Article II.
