Every person residing within the Village of Hanley Hills, Missouri, who owns, leases or who has permanent possession of any motor vehicle, not used exclusively outside the Village limits, shall pay an annual license tax for each such vehicle according to the following schedule:
For non-commercial automobiles and station wagons, motorcycles, motor scooters and motor-driven tricycles: $10.00.
All trucks and buses and all commercial motor vehicles of any sort: $15.00.

A late fee shall be added to the amount due in the sum of five dollars ($5.00) on the first (1st) day of each month in which the Village license fee has not been paid on each vehicle.

No license shall be issued to any person who shall be indebted to the Village of Hanley Hills for any tax, fee, assessment or otherwise.

A. 
All licenses issued under this Section shall expire at midnight on the fifteenth (15th) day of February of the following year.
B. 
In the event that a resident purchases or leases a different motor vehicle during the year after February 15, then the resident owner shall apply for a license within fifteen (15) days of the purchase thereof or the date of application for State title and registration, whichever is later, if application for State title and registration is made within the time required by law.
C. 
In the event that a resident owner moves into the Village, then the resident shall apply for a license within fifteen (15) days of the date of establishing residence.

The full annual rate for any license issued under this Article shall be charged for any license issued prior to July first (1st) of each year. In the event that a current resident gets a new vehicle or a new resident moves into the Village after July first (1st) of the year, then one-half (½) of the annual license tax shall be charged for such licenses.

The Finance Clerk or Village Clerk shall assign each vehicle licensed a distinctive number and, without additional expense to the applicant, shall issue and deliver to the owner a license in such form as the Village Board of Trustees may prescribe, and shall furnish to the applicant one (1) numbered plate or sticker containing the registered number of the vehicle being licensed, and the words "Hanley Hills, Missouri" and the calendar year for which the license is issued. Numbered plates or stickers shall be issued for each vehicle licensed.

A. 
If the vehicle numbered plate is a transparent sticker, it shall be affixed to the inside of the glass of the windshield of the vehicle in the lower right corner of said vehicle as viewed from the inside of said vehicle (the passenger side). Other numbered plates shall be attached as directed by the Board of Trustees. All numbered plates and stickers shall be unobstructed and easily seen.
B. 
No person shall operate within the Village of Hanley Hills any motor vehicle required to be licensed by this Article without having such vehicle license numbered plate or sticker attached and displayed on such vehicle as provided by this Article.
C. 
No person shall operate a motor vehicle in the Village of Hanley Hills which has displayed thereon a Village sticker other than the current Village sticker for the year in which the vehicle is being driven.
D. 
No person, firm or corporation shall have within the Village of Hanley Hills, Missouri, a motor vehicle which has more than the current Village sticker displayed thereon.
E. 
No person shall leave upon any street, highway or private property in the Village any derelict vehicle or any motor vehicle which does not have displayed thereon a valid Village sticker for that vehicle indicating current registration.

A. 
No person who owns, leases or has permanent possession of any motor vehicle required to be licensed by this Article shall park or allow said vehicle to be parked on the streets or other public property of the Village of Hanley Hills without having such vehicle license numbered plate or sticker attached and displayed on such vehicle as provided by this Article.
B. 
No person who owns, rents or leases any real estate in the Village of Hanley Hills, nor any person who owns, leases or who has permanent possession of any motor vehicle required to be licensed by this Article, shall allow any motor vehicle required to be licensed by this Article to be operated, parked or stored on said person's property or on the property of another in the Village of Hanley Hills.
C. 
No person residing within the Village of Hanley Hills, Missouri, who leases or rents the premises within the Village of Hanley Hills and who meets the other requirements of this Article shall be issued the required license (commonly known as the Village Sticker) if the person, firm or corporation from whom said individual rents or leases the premises from is indebted to the Village of Hanley Hills for any tax, fee, assessment or any reason whatsoever.
D. 
Transfer Of License. No person shall use the vehicle license numbered plate or sticker issued under this Article except upon the vehicle for which it is issued or transferred.

Any person found guilty of violating this Article shall be deemed guilty of an ordinance violation and upon conviction thereof shall be fined not less than ten dollars ($10.00) and not more than two hundred dollars ($200.00).
