No person shall operate or drive a motor vehicle (except emergency
vehicles on emergency runs) or any other conveyance on any streets,
thoroughfare or public way in the Village of Hanley Hills at any time,
at a rate of speed in excess of twenty (20) miles per hour except
as a greater or lesser speed is hereinafter provided for certain streets,
thoroughfares, areas or public ways in the Village: Street Speed Limit
