A.
Before any work is done within the Town's right-of-way, the
applicant must file a road opening permit and pay the appropriate
fee. If applicable, the applicant shall complete the trench permit
portion of the road opening permit. All work shall comply with the
rules, regulations, and standards contained in the road opening permit
as shown in Appendix A.[1]

B.
Before any nonemergency utility work, including but not limited to
water, electric, phone, and cable TV, is performed in any right-of-way,
the utility shall submit a plan of all proposed work to the Department
of Public Works. The Department of Public Works shall approve the
locations of all proposed appurtenances, including but not limited
to hydrants, manholes, valve boxes, junction boxes, panels, and telephone
poles.
A.
Winter storm residential parking bans shall be declared, as necessary,
by the Department of Public Works. When a winter storm residential
parking ban is enacted, there is no on-street parking allowed on the
following streets: Main Street, Bridge Street, Lamb Street, North
Main Street, Bardwell Street, and Route 116. On all other streets,
vehicles must park on the even side of streets on even days and on
the odd side of streets on odd days.
B.
The Department of Public Works may declare other parking bans to
facilitate the maintenance/repair of Town infrastructure or for other
reasonable purposes.
C.
Vehicles not abiding by a declared parking ban shall be subject to
towing at the owner's expense.
All property owners are responsible for snow removal on all
public sidewalks that abut their property. The Selectboard approves
a list of sidewalks where snow is removed by the DPW. However, these
sidewalks are typically done after the Town roads are plowed. Property
owners that abut sidewalks that are on the DPW sidewalk list are not
absolved of their responsibility for sidewalk maintenance. The Town's
snow and ice policies are shown in Appendix B.[1]

A.
The Town shall not be responsible for damage to private property
that is located within the Town's right-of-way.
B.
The Town will repair or replace mailboxes that are damaged during
snow removal operations only if the mailbox is struck by the Town's
vehicle or plow. The property owner is responsible for any damage
to a mailbox that is due to snow coming off the face of the plow.
C.
Public streets and sidewalks shall not be blocked by fences, shrubs,
or any other private property. Fences, shrubs, or any other private
property shall not block views of traffic on public streets.

Each year, the DPW manages an "Adopt an Island" program where
individuals can volunteer to maintain a traffic island or other public
space. The rules and forms relating to this program are shown in Appendix

A.
"Driveway aprons" are defined as the portion of a driveway from the
edge of the road to the property line.
B.
The apron shall be maintained by the property owner.
C.
During road reconstruction projects, the Department of Public Works
will replace that portion of the apron necessary to create a proper
transition from the road to the driveway, as determined by the Department
of Public Works.
